• Observe transformers for signs of abrasion, damage,or deterioration(e.g.,pitted or severely rusted steel, bowing of
pipe between supports,or other deterioration),and assess if there is any oil leakage.
• Observe hydraulic equipment for signs of abrasion, damage,or deterioration(e.g.,pitted or severely rusted steel,
bowing of pipe between supports,or other deterioration),and assess if there is any oil leakage.
Written monthly inspections records are signed by the appointed inspector and maintained with this SPCC Plan for a
minimum period of three years in accordance with 40 CFR§112.7(e)(8).
8.3 PERIODIC INTEGRITY TESTING (40 CFR 112.8(C)(6))
Monitoring of the external condition of the above ground tanks by performing a formalized visual inspection once a
month as described in Section 8.2. The above ground storage tanks at the Facility are shop-fabricated and pose a low
risk of internal corrosion. All tanks are under 5,000 gallons and are exempt from the requirements of integrity testing
under Steel Tank Industry(STI)Standard SP001. The STI Standard SP001-00 requires that:
1. Records of the Periodic Inspections(i.e.,monthly inspections)are kept for at least the previous year and the current
year.
2. Records of any"Critical Situation"are kept for the entire life of the tank.
If severe corrosion situation is observed or anticipated, integrity testing shall be performed by a certified inspector as
follows:
1. Hydrostatic testing of the tank for tightness
2. Non-destructive(ultrasonic)testing of tank shell thickness.
3. Visual inspection of-
a. Tanks for presence of water in lowest portions of the tank(bacteria in water can cause corrosion),exterior surface
for signs of deterioration, All pipe connections to tank for evidence of leakage, and Operating vents and
emergency vents.
b. Tank supports for integrity, damage and signs of corrosion and damage.
c. Tank foundation for integrity and damage.
202204 DTEStockton-SPCC RPT.docx 8-3
