Spoke to hospital MURO <br />operator who reported a 40-gallon release of insulating oil on soil at 108 Wright Rd <br />in Tracy. Reporting party is: Andrew Matthews (PG&E) 925-412-2344. <br />4:42 PM Called Andrew Matthews. Andrew confirmed the address and material <br />released. No water ways were impacted. Incident occurred at noon today when a <br />tractor impacted a pole-mounted overhead transformer. An estimated 40-gallons <br />of insulating oil covered an area of 10 x 10 ft. The downed transformer had a blue <br />sticker. Dave Larsen (PG&E) took sample of the insulating oil and initiated a USA <br />notification. Cleanup is pending USA clearance. Andrew is the weekend on-call <br />person and will be available until 8:00 AM Monday, Sept. 28. Alex Steele is the <br />Environmental Field Specialist assigned to this area. <br />4:49 PM Called Dave Larsen 209-401-9719 but his mailbox was full. <br />4:55 PM Called Michelle Henry (EHD), Elena Manzo (EHD), Stacy Rivera (EHD), <br />and Haza Saeed (EHD). Discussed with Haza. <br />5:09 PM Called Andrew Matthews. Let him know I was unable to reach Dave <br />Larsen. Asked if he can find out when cleanup will be and if the release landed on <br />someone's private property. <br />5:24 PM Received call from Andrew Matthews. Andrew was unable to make <br />contact with Dave Larsen. He stated he had recalled that Dave Larsen was <br />working on another project at the hospital and knew that Dave Larsen would not <br />be cleaning the 108 Wright Rd spill today. <br />5:26 PM Updated Haza Saeed. <br />5:44 PM I sent a text to Dave Larsen requesting cleanup details, a photo of spill <br />area, and asked if spill site was secured. <br />Generated a complaint. <br />6:49 PM Received reply from Dave Larsen. He reported that there are cones, but <br />the oil went under large chunks of concrete. Will dig up contaminated soil on <br />Thursday, October 1 once he gets USA ticket. The photo showed the downed pole <br />and transformer immediately adjacent to the road and has only two cones. <br />6:51 PM Updated Haza Saeed. <br />Generated Notice to Abate. <br />7:41 PM Sent Notice to Abate and the photo of the downed transformer to Alex <br />Steele at: R2Sv@pge.com and Andrew Matthews at: a6m6@pge.com. <br />7:44 PM Called Andrew Matthews to ask if he received the email with attached <br />Notice to Abate and photo. I told Andrew that I received a text from Dave Larsen <br />stating that cleanup will be Thursday, 10/1. Discussed that the photo shows that <br />the downed transformer is immediately adjacent to the road. Because cleanup is <br />in five days, the area will have to be secured. I also explained that EHD will need <br />to be present for the cleanup. I let him know if anything changes in scheduling, <br />they will need to notify EHD. <br />09/28/2020 Completed Prop 65 and took to Elena Manzo (Lead Senior REHS at EHD) for MURO <br />Review. <br />Called Dave Larsen to request that they secure the spill area and email photo of <br />the spill area secured and a close up of the oil spill. Dave reported the utility pole <br />and transformer were already replaced and sent photos that we requested. <br />09/28/2020 Completed narrative. Searched for spill site on parcel viewer for property owner MURO <br />information. I could not find location.
