David Wharry of Tracy CHP, Juan Armendarez of <br />CalTrans Hazmat, John Miller, CalTrans Maintenance Area Superintendent, and <br />Talwinder Singh, responsible party representative. Observed a — 50-gallon diesel <br />spill on northbound highway 5 and on the soil on the east side of the highway. The <br />diesel spill was from a truck's (US DOT-2879244, ICCMC-1027917, CA-480667, <br />VIN-BSAU6452) saddle tank, which was damaged and burned due to a truck and <br />trailer accident and fire. Also observed were damaged boxes of Crux 6.3QT <br />Touchscreen Air Fryers and Instant Vortex Plus Air Fryer Ovens, which were <br />removed from the trailer involved in the <br />accident and fire. <br />The CalTrans hazmat team applied absorbent to the highway and swept up the <br />used absorbent with a sweeper vehicle. According to John Miller, the used <br />absorbent will be taken to the Caltrans Stockton yard, where it will be placed in two <br />drums for storage until disposal. Caltrans covered the diesel-contaminated soil <br />with visqueen and traffic cones until the responsible party hires a cleanup <br />contractor to perform the remainder of the cleanup. The damaged airfryers were <br />placed in two Tracy Delta Disposal roll-off bins and were transported by All Star <br />Inc. to an All Star Inc. facility, according to Arron Fountain, owner of All Star Inc. <br />Took photos. Left site for home. Arrived home. Date stamped and downloaded <br />photos. Generated complaint, Notice To Abate, Emergency Response Record, <br />and Prop 65. Emailed Notice To Abate to Talwinder Singh <br />(talwinderdba@gmail.com). Documented narrative. <br />Note: At the same time I received this complaint, I received and responded to <br />another complaint from the same complainant regarding a different spill in <br />approximately the same location. Refer to COQSOONYP. <br />Between 12:30 PM -5 PM, I received and responded to complaints COJINF1PF, <br />COQSOONYP, and CONEKXBGG.
