Please see John's Notice to Abate and dailies for complaint details.
I received an email asking for the contact information for Muni. I emailed Josh
Elliot back letting him know Muniappa Naidu has been promoted and that Melissa
Nissim is the new CUPA Unit PC.
I called Marvin who works for Lathrop Fire Department to see what happened. He
was telling me that tri county mixer sales has a leaking diesel tank and two other
fuel tanks that do not look like they are in operational condition. The diesel is
leaking from the nozzle into the dirt. Marvin sent me photos. I emailed the photos
to my lead supervisor and to my program coordinator. The business is located at
22525 S. Airport Way, Manteca.
I had quick meeting with my lead senior and program coordinator in regards to will
be going out on the inspection. My lead senior and another inspector went out ot
he facility t do the inspection.
Called Marvin and he said that the facility emptied the tank and moved it to the
center of the property. The diesel was moved to another tank. Marvin said he
would send photos and video to the EHD. The contaminated soil was not cleaned
up.
Discussed complaint with Haza Saeed, lead senior, and Melissa Nissim, program
coordinator.
Received a complaint from Nicholas Loehrer at approximately 9:48 AM that diesel
was leaking out of a tank nozzle onto soil. Deputy Fire Marshal Marvin Mears had
reported the spill to Nicholas. Left to investigate the active release with Haza
Saeed, lead senior. Arrived on site at 11:00 AM and met with Marvin. Contacted
the business owner, Bob Machado, 209-988-2521, and was denied permission to
inspect the leak and do a hazardous waste/hazardous material business plan
inspection. Bob indicated that he wanted to be onsite during the inspection. He
was currently sick with Covid-19. An inspection date was scheduled with him on
1/21/2022 at 11:00 AM. Left the site and arrived back to the EHD at 12:00 PM.
Bob said he would fix the leak and allow Marvin to reinspect the area.
Typed up a notice to abate and emailed it to Bob at <bemachado4@verizon.net>.
Recorded by
SAEED
LOEHRER
ALANIZ
ALANIZ
5105 rpt Page 1 of 2
