LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 91 <br />9 EMERGENCY MEDICAL SUPPORT <br />This section describes the system for medical support of Laboratory personnel, including those <br />with radiological, biological, and/or hazardous material contamination during an emergency. See <br />Section 4 of this Emergency Plan for specific facility and equipment information. <br />9.1 Medical Response System <br />ACFD medical response personnel (paramedics and emergency medical technicians) are the First <br />Responders to medical emergencies at LLNL. At Site 200, patients are evaluated and transported <br />to the appropriate receiving facility in accordance with Alameda County EMS policies and <br />procedures. <br />ACFD is required by California law and Alameda County EMS policies and procedures to take <br />injured individuals to a closest hospital appropriate for their medical needs within a reasonable <br />transport time or as specified in Alameda County EMS patient care protocols. The HSD Medical <br />facility at LLNL is not a hospital, so injured personnel are not taken there under normal <br />circumstances. Individuals needing emergency medical assistance are transported to the <br />appropriate offsite hospital. For Site 200, Stanford Health Care-ValleyCare Medical Center in <br />Pleasanton is the primary destination. Patients who meet Alameda County EMS critical trauma <br />criteria are transported to Eden Medical Center in Castro Valley (designated trauma center for <br />southern Alameda County). During normal working hours, the HSD provides assessment and <br />non-emergency medical treatment for ill and injured employees on a walk-in basis in addition to <br />scheduled services. <br />For Site 300, the primary offsite receiving facility is Sutter Tracy Community Hospital. For <br />critical trauma patients, air ambulance transport may be utilized to transport patients to Eden <br />Medical Center in Castro Valley or San Joaquin General Hospital in Stockton. ACFD medical <br />response personnel are trained on Alameda County EMS patient protocols and, when responding <br />at Site 300 where most of the LLNL property is physically located in San Joaquin County, are <br />authorized by agreement with that County to use Alameda County EMS policies and procedures. <br />The Site 300 satellite clinic is currently supported by a registered nurse providing a more limited <br />range of services than those provided at the Livermore site, including walk-in services, <br />scheduled appointments, and evaluation of ambulance transport for basic life-support patients. <br />Consultation with a physician at the Livermore site will be obtained according to established <br />patient treatment policies and procedures. <br />In the event of a multi-casualty incident at either site, the IC, in consultation with the HSD <br />Medical Director or designee, will resolve issues of triage and transport in accordance with <br />ACFD emergency operations policies and procedures and the internal HSD disaster plan.
