LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 110 <br />Specifically, the exercise program provides the following: <br />• Management and administration of the exercise planning process <br />• Conduct of exercises <br />• An evaluation process <br />• An improvement process that includes lessons learned and corrective actions <br />14.1.1 Exercise Design and Development <br />Planning and scheduling of exercises requires the involvement and cooperation of multiple <br />organizations at LLNL. To that end, the Planning and Preparedness Exercise Planning <br />Committee was developed to provide consistent direction and guidance for the planning, <br />preparation, conduct, control and evaluation of integrated drill and exercise activities at LLNL. <br />A scenario development working group comprised of representatives from affected <br />organizations/agencies/facilities is established for each exercise evolution at LLNL. The scenario <br />development working group is co-chaired by a representative from the organization of primary <br />focus for the exercise, and contains members from the planning committee along with selected <br />specialists. <br />14.1.2 Exercise Package <br />The exercise package contains all the documentation necessary to execute, control, and evaluate <br />the exercise; however, the extent of information will vary with the scope and complexity of the <br />specific exercise. The exercise package is developed as described in the PPD plan for drills and <br />exercises. <br />14.1.3 Control and Evaluation Process <br />Exercises are controlled and evaluated in accordance with PPD plans/procedures for drills and <br />exercises. Controllers are assigned to each venue participating in the exercise. Controllers are <br />also formally trained, including exercise-specific training. Controllers and evaluators, who <br />participate annually in an exercise within their area of expertise, are considered current for the <br />drill/exercise component of ERO training. <br />Exercises are formally evaluated based on evaluation modules developed from exercise <br />objectives and implementing plans/procedures. Evaluators have technical expertise in the area <br />being evaluated, are formally trained on the exercise evaluation process, and also receive training <br />specific to the exercise they will evaluate. <br />Following an exercise, each venue conducts a hot-wash of exercise events. An all-hands critique, <br />to include representatives from all venues, is also held. Critique information is documented, and <br />deficiencies and observations are developed. Deficiencies and observations are then analyzed <br />and corrective action plans are developed, if applicable. Modifications to organizational plans <br />and procedures as a result of these corrective actions are the responsibility of the individual <br />organizations.
