LLNL Emergency Management Plan (EPlan) Rev 27 January 2022 4 the use of the National Incident Management System (NIMS), the Incident Command System (ICS), Multi-Agency Coordination System, the California Master Mutual Aid Agreement, existing mutual aid systems, and Operational Area Concept. DOE Order 151.1D states that the established ERO at each DOE/NNSA site is a structured organization with overall responsibility for initial and ongoing emergency response. Control at the event/incident scene must be consistent with the NIMS ICS. This Emergency Plan implements the emergency planning requirements of DOE Order 151.1D, Contractor Requirements Document, et seq., and complies with NIMS/SEMS requirements. 1.1.1 Update of the Emergency Plan This Emergency Plan is reviewed annually by appropriate personnel in the EMD. Significant changes to the plan necessitate Institutional Operations Review Board review and approval. The plan is updated if there are significant changes to the program (i.e., changes to organization structure, EPZs, etc.). The LLNL submits the plan to the Livermore Field Office (LFO) Manager for approval no less than every three years or when significant changes are identified during the annual review. The review and signature of the Department Head of EMD represents formal LLNL approval. 1.1.2 Distribution of Copies Updates to this Emergency Plan are distributed internally, at a minimum, to: • Laboratory Deputy Director • Environmental Functional Area Manager • Worker Safety & Health Functional Area Manager • Radiation Protection Functional Area Manager • Safety & Education Training Section Leader • Health Services Department Head • Environment, Safety, and Health (ES&H) Director • Infrastructure and Operations Associate Director • Nuclear Operations Associate Director • Operations and Business Deputy Principal Associate Director • Operations and Business Principal Associate Director • Weapons and Complex Integration Principal Associate Director • Security Organization Director • Public Affairs Office Director • Office of General Counsel • EMD Fire Protection Division Leader • EMD Building Safety Division Leader • EMD Planning and Preparedness Division (PPD) Manager • Emergency Management Department Head
