LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 5 <br />In addition to the distribution above, controlled copies of this Emergency Plan are stored in the <br />PPD files and are provided to the Emergency Operations Center (EOC) and Alternate EOC, the <br />NNSA/LFO, and others as per established distribution lists. Uncontrolled copies of this <br />Emergency Plan are maintained on the Emergency Preparedness & Planning website, distributed <br />within LLNL, and are offered to appropriate offsite entities identified in Section 3 of this <br />Emergency Plan. <br />1.2 Scope <br />This Emergency Plan addresses and applies a description of emergency preparedness and <br />response to an emergency as defined in DOE Order 151.1D, which is stated to be "Any incident, <br />whether natural or manmade, that could endanger or adversely affect people, property, or the <br />environment, and that requires responsive action beyond normal operations. An “Operational <br />Emergency” is a term used to categorize a specific type of emergency." <br />This Emergency Plan applies 24 hours-a-day, every day of the year - including non-business <br />hours, holidays, and weekends - to the Livermore site (Site 200), Site 300, and LLNL facilities <br />contained therein; additionally, it applies to the employees, visitors, and contractors performing <br />work onsite for the Laboratory. <br />1.3 Concept of Operations <br />When an emergency occurs, LLNL emergency responders, such as Alameda County Fire <br />Department (ACFD) (i.e., fire, Hazardous Material [HazMat], ACFD Emergency Medical <br />Services [EMS]) and Security Organization, provide on-scene response. The Incident <br />Commander (IC) through a Unified Command structure directs emergency response. <br />The Emergency Management Duty Officer (EMDO) is onsite or on-call at all times, and is <br />responsible for categorizing Operational Emergencies and further classifying Operational <br />Emergencies as Alerts, Site Area Emergencies, or General Emergencies, if required. If the <br />emergency is not an Operational Emergency, the EMDO monitors the situation, through <br />information from the IC or On-Scene Communicator, in case it escalates to an OE. The EMDO is <br />also responsible for verifying the initial protective actions taken by the IC and making initial <br />required DOE and offsite agency notifications. In addition, the EMDO is responsible for <br />activating the ERO. Activation level may be determined in consultation with the Laboratory <br />Emergency Duty Officer (LEDO). The LEDO, who is onsite or on-call at all times, represents <br />the Laboratory Director. <br />During normal working hours, an individual from the EMD will respond to the incident scene <br />and serve as the On-Scene Communicator for communications between the IC and key elements <br />of the LLNL emergency organization (i.e., EMDO, LEDO, EOC, Department Head of EMD, <br />etc.). Support to the EOC and IC is provided by various line management organizations at LLNL <br />(i.e., ES&H, Operations and Business, etc.).
