The All-Hazards Survey and Emergency Planning <br />Hazards Assessments (EPHAs), if required, are the technical planning basis for the site’s <br />emergency management program. Although the elements comprising both the LLNL Emergency <br />Management Core Program and the LLNL Emergency Management Hazardous Materials <br />Program are described throughout this Emergency Plan, the scope and purposes of each are <br />presented below. <br />1.3.2.1 Emergency Management Core Program <br />Each DOE facility/site is required to establish an Emergency Management Core Program that <br />provides the framework for response to serious or severe events that involve the health and <br />safety of workers, the public, the environment, and safeguards and security. These events or <br />conditions are not unique to DOE/NNSA operations. <br />The specific requirements that constitute the LLNL Emergency Management Core Program are <br />the all-hazards emergency planning and preparedness aspects of DOE Order 151.1D, as well as <br />applicable laws, regulations, and ordinances. <br />The objective of the Emergency Management Core Program is to achieve an effective integration <br />of emergency planning and preparedness requirements into an emergency management program <br />that provides capabilities for comprehensive emergency management through communication, <br />coordination, and an efficient and effective use of resources. <br />The LLNL All-Hazards Survey, based on an examination of the features and characteristics of all <br />LLNL facilities, identifies the generic types of emergency events and conditions and their <br />potential impacts, as well as key components of the Emergency Management Core Program. For <br />facilities involved in producing, processing, handling, storing, or transporting hazardous <br />materials that have the potential to pose a serious threat to workers, the public, or the <br />environment, the All-Hazards Survey documents the hazardous material screening process that <br />was conducted for determining whether further quantitative analysis of the hazardous materials <br />in an EPHA is required. The thresholds at which further analysis is required are discussed in <br />Section 1.3.2.2 of this Emergency Plan. All areas and facilities not identified during this process <br />to be part of the Emergency Management Hazardous Materials Program are by default covered <br />by the Emergency Management Core Program. <br />The required elements of the Emergency Management Core Program at LLNL are represented <br />and described in documents, plans, and procedures developed and maintained by individual <br />disciplines of the ERO. Response elements are also described in the LLNL Emergency Response <br />Capability Baseline Needs Assessment prepared by the LLNL Fire Marshal and reviewed by the <br />LLNL Department Head of EMD. This Emergency Plan and associated plans/procedures cover <br />the elements of the LLNL Emergency Management Core Program administration.
