LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 8 <br />Implementation of the Emergency Management Core Program is accomplished through the <br />following LLNL institutional documents approved by the Emergency Management Department <br />Head: <br />• DES-8310, LLNL Emergency Management Program Description <br />• DES-8320, LLNL Fire Protection Program Description <br />• GUID-8331, Emergency Preparedness and Response Guide <br />• PRO-8301, Responding to Emergencies & Protective Actions Procedure <br />• RID-8321, Fire Protection Institutional Requirements Interpretation Document <br />The Emergency Management Program Administrator is identified in Section 12.1 of this <br />Emergency Plan. <br />Facility-Level Program <br />A subset of the Emergency Management Core Program at LLNL is the Facility-Level Program, <br />which prepares facility occupants for basic emergency response. Implementation Guidance for <br />the Facility-Level Base Program describes the preparation of Facility-Level Emergency Plans <br />(FLEPs), the selection of Building Emergency Coordinators (BECs) and optional Floor <br />Monitors, as well as Emergency Management training for BECs, Floor Monitors, and building <br />residents. <br />Emergency planning is required for all facilities/buildings covered by the Emergency <br />Management Core Program. At LLNL, this planning is accomplished through the development <br />of FLEPs that account for how the ERO normally responds to specific facilities/buildings at <br />LLNL and describe how employees will respond to different types of emergencies, specific <br />worksite layout, structural features, and emergency systems specific to each facility/building. <br />The FLEP must be kept in the workplace and be available to facility occupants for review. At a <br />minimum, each plan includes procedures for reporting a fire or other emergency, exit routes and <br />assembly locations, sheltering in place, emergency shutdown/operating critical plant operations <br />before evacuation, accountability, and rescue or medical duties, if assigned. Each plan <br />documents appointed BECs and optional Floor Monitors who have responsibility for overseeing <br />the emergency preparedness and response activities in assigned facilities and for assisting facility <br />occupants in understanding their responsibilities during a facility-level event. The Emergency <br />Management Core Program is described in GUID-8331, Emergency Preparedness and Response <br />Guide. <br />Facilities with unique, specialized response requirements may have additional planning beyond <br />what is detailed in this Emergency Plan. For instance, emergency planning for research animals <br />at LLNL is addressed in accordance with Federal regulations and the LLNL Animal Program <br />Disaster Plan (LLNL-TM-815244). Furthermore, medical waste actions are planned for in <br />accordance with the California Medical Waste Management Act and LLNL annually-updated <br />document Medical Waste Management and Emergency Action Plan for the LLNL Biosafety <br />Level 3 Facility/Medical Waste Management and Emergency Action Plan for the LLNL Biosafety <br />Level 2 (and Lower) Facilities (LLNL-TR-813384).
