The committee aids in <br />the scheduling and planning of drills and exercises. The committee meets on a quarterly basis <br />throughout the planning cycles and implements the PPD drill and exercise program. <br />2.1.2.2 Emergency Management Stakeholder Advisory Group <br />The Emergency Management Functional Area Manager (Department Head of EMD), in <br />accordance with LLNL management policy, has the ability to convene a Stakeholder Advisory <br />Group (SAG) associated with the Emergency Management Functional Area. The Emergency <br />Management SAG is intended to facilitate collaboration among the LLNL programs and support <br />organizations regarding cross-organizational matters for this Functional Area. The Emergency <br />Management SAG addresses institutional requirements flow down into implementing <br />plans/procedures, upcoming contract changes involving new or revised requirements, <br />implementing policies, cross-cutting implementation issues, performance monitoring, and <br />recommended program and process improvements. The Emergency Management SAG and other <br />LLNL Functional Area SAGs serve to integrate Functional Area requirements and processes <br />across the Laboratory for consistent and effective implementation. <br />2.2 Emergency Direction and Control <br />The response to emergencies is based on echelons. Echelons are an organizational structure <br />where each level above is larger, has broader responsibilities, and supports the level below. <br />Figure 2.2 provides a visualization of the echelons for emergency management. Each of the <br />entities in the image will be described in the following section. <br />The echelon closest to the incident is the First Responders. At the Laboratory, the First <br />Responders include firefighters, paramedics, and Security Police Officers. The First Responders <br />are closest to the incident and are responsible for all activities at the scene of the incident. <br />The second echelon is Laboratory personnel in designated facilities that support the First <br />Responders and manage the broader impact of the incident for the Laboratory. This includes <br />emergency managers, public information managers, executive decision-makers and so forth. <br />Once the Laboratory response is fully operational, this echelon is responsible for all response <br />activities outside of the incident scene and for strategic support of First Responders. <br />The third echelon is composed of the resources of DOE and other governmental agencies outside <br />the Laboratory. This includes the Radiological Assistance Program (RAP), the National <br />Atmospheric Release Advisor Center (NARAC), and a multitude of other State and Federal <br />resources that could be called upon during an emergency. A description of the resources <br />available from DOE and other governmental agencies outside the Laboratory is beyond the scope <br />of this document.
