LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 28 <br /> <br />Figure 2.2 Emergency Management Echelons <br />2.2.1 Succession of Authority <br />LEDOs are senior Laboratory managers who have been appointed by the LLNL Director and <br />have the authority to protect the health and safety of LLNL employees, the public, and the <br />environment; and to maintain the security of the facility during an emergency. <br />When an event requires activation and operation of the EOC, the on-duty LEDO becomes the ED <br />and the back-up LEDO becomes the Liaison Officer. If the LEDO does not arrive for duty in a <br />timely manner, an attempt should be made immediately by emergency management personnel in <br />the EOC to contact the on-duty LEDO. After initial attempts to contact the on-duty LEDO are <br />unsuccessful, the back-up LEDO should assume command and task EOC personnel with <br />contacting another LEDO to fulfill the role of Liaison Officer.
