LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 30 <br />• The EMDO automatically initiates a Level 1 ERO activation if the Operational <br />Emergency is declared a Site Area or General Emergency (see Table 2.1). For all <br />other Operational Emergencies, the EMDO consults with the LEDO to determine the <br />appropriate ERO activation level. <br />• During localized Operational Emergencies at Site 300, the Site 300 manager or <br />designated alternate serves as the Department Operations Center (DOC) Commander. <br />This position coordinates the emergency activities of site personnel and equipment <br />and keeps the EMDO and ED informed. <br /> <br /> <br />Figure 2.3 Emergency Response Command and Control <br /> <br />Emergency Response Command & Control <br /> <br /> <br />IC – Typically senior officer from Fire Department or Security initially <br />responding to scene. Responsible for: protecting life, property and assets; <br />establishing incident objectives and goals; selecting the appropriate strategy <br />and performing tactical directions until established goals are achieved. Once <br />on scene, a Unified Command is formed by the Fire Department and Security. <br />In a security event, the Senior Security Official relays information to the SDO <br />until the Tactical Operations Center (TOC) is activated, then all information <br />goes through the TOC Official to the Security Lead in the EOC. <br /> <br />EMDO – An on-call position that has 24/7 responsibility for categorizing and <br />classifying an emergency based on information received from the Battalion <br />Chief or SDO. EMDO also reviews protective action decisions made by the IC <br />and can advise on protective actions and/or protective action <br />recommendations if IC decisions are less conservative than procedural <br />guidance. EMDO issues initial DOE and offsite agency notifications, briefs <br />LEDO, and makes other courtesy notifications. EMDO also activates the ERO <br />(See Tables 2.1 and 2.3). <br /> <br />LEDO – An on-call 24/7 representative of the LLNL Director who is <br />responsible for managing institutional response and support to the IC during <br />an emergency. <br /> <br />ED – Individual with the authority and responsibility to implement the <br />facility/site emergency plan and exercise overall emergency management <br />responsibility at all times during a response to an Operational Emergency. <br />After EOC is declared operational, the ED assumes responsibilities for <br />categorization and classification, protective actions onsite (excluding the <br />incident scene controlled by the IC), protective action recommendations, and <br />notifications. <br />Incident <br />Commander <br />EMDO <br />LEDO <br />Emergency <br />Director
