LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 31 <br />2.2.3 Areas of Responsibility for Command and Control <br />• Classification authority resides with the EMDO prior to EOC being declared <br />operational. <br />• The EMDO is responsible for ERO activation at the appropriate level (See Tables 2.1 <br />and 2.3). The LEDO also has the authority to activate the ERO (EOC and DOCs) for <br />emergency events that are not Operational Emergencies, but where the organizational <br />structure of the ERO and the resources it has increases the effectiveness of LLNL's <br />response to the event. <br />• Emergency response efforts and resources committed to the incident scene are under <br />the control of the ACFD Battalion Chief or LLNL Security IC. <br />• Emergency response efforts and resources used within the LLNL site boundary, but <br />outside the incident scene, are under the control of the ED. <br />• The ACFD Battalion Chief directing the response to an emergency in or around <br />LLNL manages all firefighting and emergency response resources under his/her <br />control in accordance with the FIRESCOPE Program as mandated by California <br />Health and Safety Code (Section 13071 - 13070). This may include resources from <br />adjacent jurisdictions such as LPFD or South San Joaquin County Fire Authority. <br />• Committing DOE/NNSA resources may be requested through the NNSA/LFO <br />Emergency Manager. <br />2.2.4 LLNS and NNSA/LFO EOC Authorities <br />When the EOC is operational and it is deemed necessary, the NNSA/LFO Emergency Manager <br />monitors LLNL's overall response, provides support to the LLNL Emergency Management <br />Team, and assists with response and recovery-related issue resolution. The NNSA/LFO <br />Emergency Manager will consult with the LLNL ED on NNSA/LFO concerns or issues related <br />to LLNL's management of the response and its associated recovery. <br />The LLNL ED maintains overall managerial command and control of LLNL's response and EOC <br />operations, unless responsibility for this management is formally requested by the NNSA/LFO <br />Emergency Manager in accordance with Contract 44, Clause H-2, Performance Direction, and <br />provisions of DOE Order 151.1D, Appendix A, Responsibilities, 10.o. Such a transfer will be <br />completed in an orderly and formal manner, and all ERO personnel will be informed of the <br />transfer. LLNL staff will facilitate this transfer and continue to support the response and <br />recovery actions in accordance with the directions of LLNL management. <br />2.3 Emergency Management Operations and Personnel <br />The LLNL ERO is divided into two categories: Field-Level First Responder and Emergency <br />Management through the EOC. Non-uniformed ERO staff are annually issued identification <br />cards by the EMD. These cards are signed by the Department Head of EMD and authorize access <br />to LLNL emergency operations and support facilities (i.e., EOC, DOCs).
