LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 34 <br />EOC Activation Levels <br />There are three formal staffing activation levels for the EOC: <br />3 - The EOC is activated at its fewest number of staff selected from ERO staff to monitor a <br />situation and assess potential threats and hazards; conduct routine and ongoing <br />coordination with other departments and agencies; and maintain facilities and equipment. <br />2 - The EOC is activated with partial key staff for planned or anticipated events/incidents <br />requiring a lower level of coordination, communication and/or support. <br />1 - The EOC and appropriate DOCs are fully staffed. Full EOC activation is required due to <br />a major manmade or natural emergency, such as an earthquake, significant hazardous <br />materials release, act of terrorist, or anytime deemed necessary by the LEDO/ED. <br />Note: For Level 3 and 2 activations, additional EOC staffing decisions are dependent on the <br />circumstances surrounding the event and are to be made by the LEDO/ED or Section <br />Chiefs. <br />In accordance with DOE Order 151.1D, the activation of the EOC is required for Operational <br />Emergencies. For a significant situation not classified as an Operational Emergency, the decision <br />on whether to activate is at the discretion of the LEDO/ED in consultation with the EMDO. <br />EOC/ERO Stand-by Mode <br />The ERO and their facilities (i.e., EOC, DOCs) are normally not activated and are in stand-by <br />status where they are fully ready and capable to be activated and become operational. They may <br />also be placed in Level 3 status by the LEDO to actively monitor an emergency incident that is <br />not an Operational Emergency or of significant magnitude to warrant a Level 2 or 1 activation of <br />the EOC or ERO.
