LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 35 <br />Table 2.1 Emergency Operations Center Activation Levels and Status <br />Status Level Staffing Activities Notes <br />Stand-by N/A None No activities in EOC. <br />EOC equipment, <br />systems are off, but are <br />available for <br />operations. <br />This is the normal <br />workday and off-hour <br />configuration and status <br />for the EOC. <br />Activated 3 Minimal staffing <br /> <br />ERO, PPD staff or LEDO <br />may be present to monitor a <br />situation or support response <br />to an emergent incident. <br /> <br />If activated for an incident or <br />OE, minimal staffing (8) is: <br />• Emergency Director <br />• Public Information <br />Manager <br />• Emergency Management <br />Coordinator <br />• EOC Coordinator <br />• Operations Chief <br />• Planning & Intelligence <br />Chief <br />• Consequence Assessment <br />(CQT) Team Lead <br />(HazMat incidents only) <br />• Information Lead <br /> <br /> <br />EOC is operational, <br />systems are turned on <br />and may be used. <br /> <br /> <br />For an OE: <br />• EOC can be declared <br />operational once <br />minimum staffing <br />requirements (8) are <br />met. <br /> <br />• EOC and ERO <br />operate in <br />accordance with <br />plans/procedures and <br />Emergency Plan. <br /> <br /> <br />Examples: <br /> <br />Protest demonstration, <br />planned LLNL event <br />(e.g., National Ignition <br />Facility Dedication, <br />Family Day), Continuity <br />event (e.g., pandemic, <br />major cybersecurity <br />attack, major utility <br />outage, etc.), large <br />wildland fire at Site 300, <br />local building power <br />failure or significant fire, <br />offsite situation <br />potentially impacting <br />LLNL (e.g., OE at <br />SNL/CA, local law <br />enforcement incident, <br />SECON 2 event, etc.).
