LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 37 <br />Status Level Staffing Activities Notes <br />Activated 1 Full staffing (49): <br /> <br />All EOC positions and <br />sections are fully staffed <br /> <br /> <br />EOC can be declared <br />operational once <br />minimum staffing <br />requirements (*) are <br />met. <br /> <br />EOC and ERO operate <br />in accordance with <br />plans/procedures and <br />Emergency Plan. <br /> <br /> <br />Examples: <br /> <br />Earthquake (disaster), <br />major site-wide security <br />event, Site Area <br />Emergency or General <br />Emergency. <br />The EOC is organized according to SEMS/NIMS functional areas (see Table 2.2). <br /> <br />Table 2.2 Emergency Operations Center Functional Areas <br />Emergency <br />Management <br />Team <br />This is the area where the ED and his/her command staff (Liaison Officer, Public <br />Information Manager (PIM), and EMC) operate, providing guidance and direction for <br />the overall emergency response and recovery operations. <br />Operations This area represents the field emergency response and support organizations - the <br />actual on-scene emergency responders. It is responsible for the assessment and <br />implementation of field operations. <br />Planning and <br />Intelligence <br />(P&I) <br />This area is responsible for receiving, evaluating, and analyzing all information <br />related to the emergency event and providing updated status reports to the Emergency <br />Management Team and field operations. It is responsible for creating and distributing <br />an EOC Incident Action Plan. It is also responsible for hazardous material release <br />consequence assessment, facility/site damage assessment, and developing specialized <br />technical assessments of the event <br />Administration, <br />Logistics, and <br />Finance (ALF) <br />This area is responsible for procuring and staging supplies, personnel, and material <br />support necessary to conduct the emergency response. It documents expenditures, <br />purchase authorizations, damage to property, equipment usage, vendor contracting, <br />and other legal/business issues. This area is also responsible for Workers <br />Compensation and Claims, and coordinating the Employee Assistance Program’s <br />Critical Incident Stress Management. It is also responsible for EOC-related <br />communication equipment and information technology systems. <br />
