LLNL Emergency Management Plan (EPlan) <br />Rev 27 <br />January 2022 <br /> <br /> 75 <br />Follow-up notifications will be provided when significant changes in conditions occur, <br />classification of the emergency event changes (not downgraded), protective action <br />recommendations are revised, and the emergency has been terminated. <br />Each of the agencies listed above has provided primary and back-up numbers to be called for <br />initial notifications in addition to facsimile numbers to receive follow-up hard copy. These <br />numbers are reviewed and verified on a quarterly basis. To ensure consistency of the information <br />provided, notifications are made using the LLNL Emergency Notification form (EPO-Form-01). <br />Initial notifications are made by the EMDO using AtHoc. The EMDO will fill out the Emergency <br />Notification form, and then enter the information into the system which sends the information to <br />the offsite agencies. If the system malfunctions, the EMDO can verbally provide the notification <br />information to the ORDO, or EOC staff (Information Specialist), and it can then be manually <br />transmitted to designated agencies. <br />After the EOC has been declared operational, the ED assumes responsibility for subsequent <br />notifications. Offsite agencies should initially be notified via AtHoc. In addition, the EMDO <br />should provide an additional prompt oral communication to DOE HQ Operations Center Watch <br />Office following any emergency declaration, followed by telefax and/or e-mail. If for any reason <br />the EMDO fails to make prompt oral notification to DOE HQ Operations Center Watch Office, <br />the Liaison Officer or Information Specialist will make the initial prompt oral notification to <br />DOE HQ Operations Center Watch Office following EOC activation, based on information <br />provided on the initial Emergency Notification form. The Liaison Officer also establishes, as <br />appropriate, communications with offsite EOCs. Once initial verbal notifications are completed, <br />the Information Specialist makes all follow-up notifications to DOE HQ Operations Center <br />Watch Office and is responsible for overseeing the notification process within the EOC to ensure <br />further notifications and/or updates are completed in accordance with PPD plans/procedures. <br />When notified of an emergency at LLNL, the ACSO’s Office of Homeland Security and <br />Emergency Services notifies other appropriate State of California entities. The Office of <br />Homeland Security and Emergency Services also coordinates and authorizes use of the State of <br />California’s emergency broadcast system. <br />6.1.2 Onsite Notifications <br />When a potential Operational Emergency not involving hazardous materials occurs, the IC is <br />responsible for notifying emergency response personnel and potentially impacted onsite <br />personnel of initial protective actions. The Fire Department Battalion Chief, or SDO for security <br />events, is required to contact the EMDO, who may categorize the event as an Operational <br />Emergency and initiate notifications, including appropriate offsite authorities and the LEDO. <br />If the Operational Emergency involves or has the potential to involve significant quantities of <br />hazardous materials, the EMDO may classify the event as an Alert, Site Area Emergency, or <br />General Emergency, brief the LEDO, call-out the ERO, and initiate offsite agency notifications.
