Itp.m No'. 13 <br />P/C 6-16-77 <br />s-77-12 <br />Page 4 <br />- Planning Commission - On October 7, 1976, the Planning Commission granted <br />the appeal and decided that an E.I.R. should not be required and this <br />application is to be processed under a Negative Declaration. <br />- Z-77-12 - approved by the Planning Commission on November 18, 1976. <br />OTHER CONSIDERATIONS <br />- Additional students will need educational facilities at Jefferson Elementary <br />School. During the hearings regarding an E.I.R., it was noted that the <br />school can handle these additional students. These students will probably <br />require busing. <br />- In a letter addressed to the Environmental Review Committee, the Agriculture <br />Commission stated "This property is dryland pasture which has occasionally <br />been used to grow non -irrigated barley. In my opinion, the development of <br />this property would not result in the taking of highly productive land out <br />of production." <br />DEVELOPMENT COMMITTEE ACTION <br />- The Development Committee reviewed the proposal on June 1 and June 8 as to <br />its conformance with the statutes of the State and the ordinances of the <br />County. <br />- The Committee recommended approval of the subdivision subject to 17 <br />conditions. <br />RECOMMENDATION <br />- Approval, subject to the following conditions: <br />1) All improvements shall be in conformance with the requirements of <br />the County of San Joaquin. <br />2) Easements for utilities shall be as required by P.G.&E., P.T.&T., <br />and all other public utilities. The provisions of Article XIIA of <br />Ordinance 892, as amended, shall apply. <br />3) Plans for all improvements to be approved by San Joaquin County <br />Department of Public Works prior to consideration of the final <br />subdivision map. <br />4) Retention of drainage on each individual lot with approval of a grading <br />plan for each lot by Public Works upon application of a building <br />permit and so noted on the final map, per Board of Supervisors' <br />Resolution R-76-4201, prior to consideration of the final map. <br />5) Subject to the requirements of the Local Health District: <br />San Joaquin Count Ordinance No. 549, including the following: <br />a. Sewage disposal areas on each l.ot, as determined by percola- <br />tion tests, are to be shown on the final map. <br />
