LAFC s-4-84 <br />Pg. 2. <br />Domestic water is provided from two on-site wells and distributed <br />to each lot. Storm drainage includes holding ponds on each lot <br />which overflow to the roadway drainage system which conveys water <br />by gravity to a natural drain. <br />The CSA is governed by the County Board of Supervisors. All <br />necessary maintenance and operation work is done by the County <br />Public Works Department. All costs are collected through <br />assessments charged equally to all parcels. The current budget <br />is about $10,000. <br />SPHERE OF INFLUENCE DEFINED: <br />As provided for in Government Code Section 54774, a "Sphere of <br />Influence" (SOI) is a plan for the probable ultimate boundaries <br />and service area of a local governmental agency as determined <br />by LAFCo. LAFCo must periodically review and update the SOI. <br />Factors the Commission must consider in determining a Sphere of <br />Influence are: <br />1. The maximum possible service area of the agency based <br />upon present and possible service capabilities of the <br />agency. <br />2. The range of services the agency is providing or could <br />provide. <br />3. The projected future population growth of the area. <br />4. The type of development occurring or planned for the area, <br />including but not limited to, residential, commercial and <br />industrial development. <br />5. The present and probable future service needs of the area. <br />6. Local governmental agencies presently providing services <br />to such area and the present level, range and adequacy <br />of services provided by such existing local governmental <br />agencies. <br />7. The existence of social and economic interdependence and <br />interaction between the area within the boundaries of a <br />local governmental agency and the area which surrounds it <br />and which could be considered within the agency's Sphere <br />of Influence. <br />8. The existence of agricultural preserves in the area which <br />could be considered within an agency's Sphere of Influence <br />and the effect on maintaining the physical and economic <br />integrity of such preserves in the event that such preserves <br />are within a Sphere of Influence of a local governmental <br />agency. <br />
