LAFC 5-4-84 <br />ULTIMATE BOUNDARY: <br />Pg. 3. <br />CSA No. 16 services were designed to accomodate the specific <br />development of PAR Country Estates. The surrounding territory <br />is planned and zoned for agricultural use by the County. There <br />are no plans to expand CSA No. 16. <br />However, it should be noted that this territory has been included <br />within the proposed Carnegie "New Town" site. If Carneqie is <br />approved and developed, CSA No. 16 services would probably be <br />absorbed into Carnegie services. <br />ENVIRONMENTAL REVIEW: <br />If the Sphere of Influence is limited to the existing boundary <br />of the CSA, the proposal qualifies as a Class 20 categorical <br />exemption under the State CEQA Guidelines. <br />RECOMMENDATION: <br />It is therefore recommended that the Commission adopt a Sphere of <br />Influence for CSA No. 25 which is the same as the existing CSA <br />boundary, with the finding that all applicable factors contained <br />in Section 54774 of the Government Code have been considered. <br />Respectfully submitted, <br />, <br />ERALD F.
