Santos Ranch Resident <br />November 29, 1984 <br />Page 4 <br />11. Mention was made that the layout of storm drain ponds, with <br />respect to the septic disposal area, creates problems in <br />operation of the facilities and, in some cases, leach fields <br />are in storm drain ponds. <br />ANSWER: <br />If the storm drain ponds and leach fields were constructed as <br />shown on the improvement plans, there should be no problem. <br />However, if any leach.fields had been constructed in the <br />storm drain pond this would, obviously, cause a problem in <br />the operation of the leach field. <br />12: It was stated that the County should advise the -people -in the <br />area about water quality problems and that the County suggest <br />to the community that they construct a public water system. <br />ANSWER: <br />Due to the level of nitrates in the groundwater strata which <br />is being used by the private wells, it is recommended that a <br />community water system be developed. The Public Works Depart- <br />ment has provided information regarding the cost to develop a <br />system. <br />13. It was stated that you felt it is the County's responsibility <br />to advise citizens of the health problems. <br />ANSWER: <br />The only documented health problem is the probable high level <br />of nitrates in the private water supplies. The test was <br />taken in August of 1983, shows a nitrate level of 74 Mg/l. <br />There are no standards for nitrates in private wells, how- <br />ever, in public water systems the standard is 45 Mg/1. In <br />smaller systems, serving under twenty-four people, the State <br />does allow the nitrate level to be up to 90 Mg/1, provided <br />the water is not made available to infants six months and <br />younger. High level of nitrates are known to cause temporary <br />blood disorders in infants. These disorders can be serious <br />and even fatal. Therefore, it is recommended that infants <br />and expectant mothers avoid tap water from private wells in <br />the Santos Ranch area. <br />I trust this information will be of use to you with regard to <br />your concerns relative to the Santos Ranch area. <br />Sincerely, <br />EVELYN L� COSTA <br />Supervisor <br />
