Mention was made that the layout of storm drain ponds, with respect to the septic disposal area, creates problems in operation of the facilities and, in some cases, leach fields are in storm drain ponds. ANSWER: If the storm drain ponds and leach fields were constructed as shown on the improvement plans, there should be no problem. However, if any leach.fields had been constructed in the storm drain pond this would, obviously, cause a problem in the operation of the leach field. 12: It was stated that the County should advise the -people -in the area about water quality problems and that the County suggest to the community that they construct a public water system. ANSWER: Due to the level of nitrates in the groundwater strata which is being used by the private wells, it is recommended that a community water system be developed. The Public Works Depart- ment has provided information regarding the cost to develop a system. 13. It was stated that you felt it is the County's responsibility to advise citizens of the health problems. ANSWER: The only documented health problem is the probable high level of nitrates in the private water supplies. The test was taken in August of 1983, shows a nitrate level of 74 Mg/l. There are no standards for nitrates in private wells, how- ever, in public water systems the standard is 45 Mg/1. In smaller systems, serving under twenty-four people, the State does allow the nitrate level to be up to 90 Mg/1, provided the water is not made available to infants six months and younger. High level of nitrates are known to cause temporary blood disorders in infants. These disorders can be serious and even fatal. Therefore, it is recommended that infants and expectant mothers avoid tap water from private wells in the Santos Ranch area.
