Environmental Health Department <br />Hazardous Materials Program Inspection Report <br />Date: <br />April 04, 2022 <br /> Facility Address: <br /> 19901 S HARROLD AVE, ESCALON <br /> Facility Name: <br /> FRANK BELLINO <br />SUMMARY OF VIOLATIONS <br />(CLASS I, CLASS II, or MINOR - Notice to Comply) <br />RemarksItem # <br /> 20 HSC 25507.1(a)(2), CCR 2671 Failure of Ag handler to post adequate warning signs to meet exemption <br />requirements. <br />OBSERVATION: Ag handler failed to post adequate warning signs to meet the exemptions requirements. <br />REGULATION GUIDANCE: Each building in which any pesticides, petroleum fuels or oils, or fertilizers are stored, <br />shall be conspicuously posted with warning signs in accordance with Title 19 CCR-2671. Warning signs shall be <br />conspicuous and visible from any direction of probable approach. <br />-Each sign shall be of such a size that it is readable from a distance of 25 feet and shall be substantially as follows: <br />DANGER, HAZARDOUS MATERIAL STORAGE AREA, the name of the hazardous material category (pesticides, <br />petroleum fuels, oils, or fertilizers), ALL UNAUTHORIZED PERSONS - KEEP OUT, the name and phone number <br />of an emergency contact person. <br />-The sign shall be repeated in an appropriate language other than English when it may reasonably be anticipated <br />that persons who do not understand the English language may enter the posted building. <br />CORRECTIVE ACTION: Immediately take all steps to meet the requirements for exemption from filing emergency <br />response procedures and training program or log into the CERS at http://cers.calepa.ca.gov/, and upload <br />emergency response procedures and training program. Submit proof of correction to the EHD. <br />This is a Class II violation. <br />Overall Inspection Comments: <br />Conducted a Hazardous Materials Business Plan (HMBP) inspection. A checklist was provided at the time of <br />inspection a full report was provided (via email) on 4/14/2022. Complete and submit a copy of the Return to <br />Compliance Certification form to the EHD with a statement documenting the corrective actions that have been or <br />will be taken for each violation, and any supporting paperwork, by 5/14/2022. <br />To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br />of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br />($152).
