c. The Traffic Impact Mitigation Fee may be required for this development. The fee is due and payable <br /> at the time of building permit application. The fee currently is$613.00 per 1,000 gross square feet of <br /> building designated as Manufacturing or$159.47 per daily trip-end generated in the Lockeford area. <br /> The fee shall be automatically adjusted July 1 of each year by the Engineering Construction Cost <br /> Index as published by the Engineering News Record. (Resolution 00-433) <br /> d. A copy of the Final Site Plan shall be submitted prior to the release of building permits. <br /> e. Verification shall be obtained from the Solid Waste Division (468-3066)that this development has <br /> met the requirements of the Waste Plan Format for Development Projects. The Final Site Plan is <br /> required upon submittal of verification. <br /> f. Special event parking shall not overflow onto public rights-of-way. The applicant shall provide a site <br /> plan detailing parking during special events with overflow areas and parking areas designated. <br /> 4. DEPARTMENT OF PUBLIC HEALTH SERVICES (Staff Contact: Ted Norgard, 468-3443) <br /> a. The Environmental Health Division requires a soil suitability/nitrate loading study incorporating the <br /> number of proposed employees and customer use and indicating that the area is suitable for septic <br /> tank usage and winery waste. This must be performed prior to the issuance of building permits <br /> (Development Title Section 9-1105.2[d]). A nitrate loading study is required, and a review fee of <br /> $445.00 must be paid at the time of submittal to the Environmental Health Division. <br /> The sewage disposal system shall comply with the on-site sewage standards of San Joaquin County <br /> prior to approval. A percolation test that meets absorption rates of the manual of septic tank practice <br /> of the EPA Design Manual for on-site wastewater treatment and disposal systems is required for <br /> each parcel. A permit fee of$89.00 per percolation hole is required. <br /> b. The existing private water wells shall be tested for the chemical dibromochloropropane (DBCP) and <br /> nitrates prior to the issuance of building permits. Samples are to be taken and analyzed by a State <br /> approved laboratory. (Development Title Section 9-1115.7) <br /> c. State on revised site plans the maximum number of employees and customers the sewage disposal <br /> system is being designed for. Show on revised plans that the leach field area will be barricaded so <br /> that it cannot be driven over, parked on, or used as a storage area. This leach field area must be <br /> used for that specific purpose only, and it cannot contain any underground utility lines. In addition, <br /> provide the required 100 percent replacement area for the existing and proposed sewage disposal <br /> areas. (Development Title Section 9-1110.4[c][5]) <br /> d. Obtain discharge requirements from the California Regional Water Quality Control Board, Central <br /> Valley Region, prior to development. (Water Code, Article 5, Section 13280) <br /> NOTE: The applicant will need to get written approval from the public entity that will accept the <br /> proposed winery waste as described in the application. The written acceptance shall be presented to <br /> the Environmental Health Division prior to issuance of building permits. <br /> e. Construction of individual sewage disposal systems under permit and inspection by the <br /> Environmental Health Division is required at the time of development as determined by the Nitrate <br /> Loading Study. (Development Title Sections 9-1110.3 and 9-1110.4) <br /> f. Should the number of non-resident individuals exceed 24 for at least 60 days per year, or the number <br /> of service connections exceed four, a yearly permit to operate a public water system will be required <br /> San Joaquin County SA-01-95\Hartzell <br /> Community Development Page 10 <br />
