Harney <br /> Lane, Lodi, CA. <br /> Dear Sir or Madam: <br /> The purpose of this letter is to provide comments <br /> to the Community Development Department regarding the <br /> above-referenced application as well as to request notice <br /> of any staff determination for this project and/or any <br /> hearing related thereto. <br /> INTRODUCTION <br /> My clients are neighbors of the Hartzell <br /> Vineyards (which does business are Harmony Wynelands) <br /> located at the above address . The property consists of a <br /> small vineyard with some improvements that Mr. Hartzell has <br /> made over the years including a home and a large barn which <br /> houses an antique theater organ. <br /> HISTORY OF THE PROPERTY <br /> In 1999, Mr. Hartzell began renting the premises <br /> out for weddings, banquets, receptions, and parties . It <br /> was only rented on a few occasions in 1999 so it did not <br /> create a significant problem for the neighbors . Beginning <br /> in the year 2000, during the good weather months, the <br /> parties were almost every weekend. The neighbors had to <br /> endure amplified music, disc jockeys, cheering and <br /> screaming, and trespass in an environment which was <br /> supposed to be agricultural . Such a use of the property <br /> was clearly outside of the permitted uses for the <br /> agriculturally zoned property and created a substantial <br /> nuisance for the neighbors resulting in calls to the San <br /> Joaquin County Sheriff' s Department.
