Of course, that winery ordinance was approved <br /> on July 24, 2001, and the above-referenced application is <br /> being made pursuant to that ordinance. In order to assist <br /> the Department in dealing with that application, we would <br /> like to provide the Department with a bit of history <br /> concerning the ordinance and changes made thereto, a <br /> discussion of the allowable uses under the ordinance and an <br /> analysis of the application that has been filed. <br /> THE WINERY ORDINANCE <br /> The ordinance was redrafted numerous times . <br /> Almost all of the redrafting and referrals to subcommittees <br /> had to do with the definition of "marketing events" at <br /> wineries regulated by the ordinance . When the ordinance <br /> was ultimately passed, a section allowing facility rental <br /> was deleted from the ordinance in its entirety. The <br /> subject of our comments on the site approval application <br /> have to do with the portions related to marketing events, <br /> winery/wine seller facility rental events, and special <br /> events . <br /> The Board of Supervisors made it clear that <br /> rather than to have an ordinance which contained very <br /> specific rules which may or may not be applicable to all <br /> wineries, it would be appropriate for the Planning <br /> Department to make case by case determinations as to the <br /> appropriateness of these various events . Unfortunately, <br /> the supplemental information and marketing plans submitted <br /> by the applicant provides virtually no information from <br /> which the Planning Department could know anything about the <br /> nature, extent, and frequency of events planned at the <br /> proposed winery and, as a result, there is not sufficient <br /> information for the Department to attach meaningful <br /> conditions or limitations to these events . <br />
