It further states that a marketing plan for <br /> wineries "shall provide a checklist describing the winery <br /> - and a narrative description of individual marketing <br /> events, and special events" . <br /> CONCLUSION <br /> Based upon the foregoing, we would request that <br /> any site approval specify that rental of the facilities for <br /> parties, receptions, weddings, banquets or the like is not <br /> an approved marketing event. Site approval should also <br /> place limitations on the hours of operation, the number of <br /> people and the noise generated by special indoor events or <br /> special outdoor events . The applicant should be required <br /> to specifically identify each "marketing event" , "special <br /> indoor event" , and "special outdoor event" and provide the <br /> information requested in the supplemental information and <br /> marketing plan for each such event so that it may be <br /> properly evaluated by the Department and commented upon by <br /> surrounding property owners and other interested parties . <br /> I would urge the Department to take a strong and <br /> specific position with regard to this matter. Very <br /> specific conditions and limitations upon approval would <br /> eliminate the potential quagmire of enforcement problems . <br /> Requiring neighbors to litigate the issues of what is a <br /> "marketing event" and to monitor attendance, number of <br /> events, and decibel levels would produce an unfair burden <br /> on the neighbors . Without specific approval and <br /> definitions, we could foresee a nightmare of enforcement <br /> efforts which would involve the Sheriff, Community <br /> Development Enforcement, Public Works, Building Department, <br /> Environmental Health Division and the Fire Department. <br /> As an example of continued enforcement problems, <br /> I enclose laser copies of several photos that were taken on <br /> August 18, 2001, at about 7 :45 p.m. These photographs <br />
