San Joaquin County Community
Development Dept.
September 4, 2001
Page Six
depict how vehicles are parked into the vineyard on the
property. The Fire Department has indicated there should
be a 20 foot roadway for ingress and egress . With vehicles
parked in this fashion, there is not a 20 foot roadway.
Also, without resorting to a neighbor' s property, there is
not a 20 foot entry drive off of Harney Lane. The
application calls for 40 parking spaces yet the application
specifies special events of up to 200 people. Even with
the additional parking, there will be a continued need for
overflow onto the roadways or in the vineyards .
I enclose a photocopy of a warning posted in the
vineyards concerning the product, Omite. The guests of the
parties and receptions held at Harmony Wynelands frequently
trespass on neighbors' properties . Keeping in mind the
predominantly agricultural use of this property, it is not
unusual for there to be neighboring vineyards where
applications of pesticides have been made which require a
significant re-entry period. This only further shows that
the use of the property by the applicant is inappropriate
and continues to be inappropriate.
Finally, it should be noted that the
inappropriate uses of the property have continued even
without a site approval application to establish a small
winery. In addition, presumably, it will take some time
for the improvements set forth in the application to be
complete. We would request that the County put a halt to
use of the property for facility rental for wedding
receptions, parties, and the like unless and until site
approval is made and a small winery established on the
property. Only then should any such activity be allowed to
continue and only subject to the conditions and limitations
of the ordinance and site approval by the County.
