A General Plan pre-application to <br /> change the General Plan map designation from Residential Low Density(R/L to Residential High <br /> Density(R/H). The underlying project is a 105-unit multi-family apartment complex on six(6) <br /> acres. Located at the south terminus of D Street at Loomis Road, south of Stockton(APN: 171- <br /> 190-35, 2875 S. "D"Street, Stockton). <br /> The applicant did not show for this item. <br /> --------------------------------------------------------------------------------------------------------------------------------------------------- <br /> 10:30 a.m. 3. SITE APPROVAL APPLICATION NO. SA-01-59 OF ROBERT&LINDA HARTZELL. <br /> JJ A Site Approval application to establish a small winery. This will include construction of a 2,400 <br /> square foot wine making/storage building and conversion of a portion of an existing two-story <br /> 2,89 square foot existing barn into a wine tasting/retail area. The project will also include an <br /> outdoor patio assembly area. Located on the north side of Harney Lane, 1,000 feet west of <br /> Locust Tree Road, east of Lodi, (APN: 063-150-28; 9291 East Harney Lane, Lodi). <br /> Associate Planner, Jennifer Jolley; Robert& Linda Hartzell, owners; Mike Smith, Engineer; Kermit Darrow <br /> Building Department, and Steve Dalton, County Fire Prevention were present for this item. <br /> Ms. Jolley introduced the project. <br /> Mr. Smith indicated that he would like copies of the letters of opposition. <br /> Mr. Hartzell informed staff that the property had enough area for 40 parking spaces, and he believes the <br /> parking requirement to be excessive. Mr. Smith indicated that they would like to adjust the parking to <br /> accommodate 150-person attendance maximum. Ms. Jolley indicated that the parking adjustment could be <br /> done. <br /> Mr. Hartzell indicated that they use orange cones on the north side during events to serve as barricade, and <br /> that it has been successful. Mr. Hartzell also mentioned that if the barricade was anymore rigid it would <br /> prevent the property owner from turning his tractor around in that area. Mr. Hartzell indicated that the <br /> property owner on the east side has given him a letter that allows customers to park on his property. Mr. <br /> Martin informed the applicants that the parking areas will need to be paved. Mr. Martin indicated that he would <br /> see if they could write a condition stating that during events cones shall be placed along the roadway for a <br /> temporary barricade. <br /> Mr. Hartzell asked if chip seal could be used instead of pavement for the parking lots. Mr. Hartzell asked if <br /> Mr. Martin could come out and see the project site. Mr. Martin informed the applicants that they could bring up <br /> the issue of chip seal for the parking at the Planning Commission Hearing. Mr. Martin indicated that the <br /> parking areas will need to be paved, but that the driveway leading to the parking could, possibly after paving <br /> the first 100 feet, be chip seal. <br /> Ms. Jolley and staff discussed the access and circulation requirements with the applicants. <br /> Mr. Dalton reviewed the uniform fire code requirements and informed the applicants that the location of the i <br /> drafting hydrant and tanks will need to be approved by the Mokelumne Fire District prior to installation. The <br /> installation will comply with the San Joaquin County Fire Chiefs Static Water Supply Handout. <br /> Ms. Jolley asked the applicants if they are producing wine at this time. Mr. Hartzell indicated yes, that the wine <br /> is produced at another location and then stored in their wine cellar. <br />
