SA-01-59 OF HARTZELL, <br /> ROBERT & LINDA (C/O MIKE SMITH ENGINEERING) (9291 E. <br /> HARNEY LANE, LODI) <br /> The applicants are proposing to establish a Small Winery that will produce approximately <br /> 3,500 gallons of wine annually. This will include the construction of a 2,400 square foot <br /> wine processing facility that will also be used for the storage of wine barrels and wine <br /> cases. A portion of an existing 2,859 square foot barn will be converted into a wine <br /> tasting room and retail sales area. The size of the Wine Tasting Room shall not exceed <br /> 30% of the area designated for production facilities or 2,000 square feet which ever is <br /> greater. The retail sales area within the Wine Tasting Room shall not exceed 30% of the <br /> Wine Tasting Room structures or the area designated for wine tasting within a <br /> multipurpose building (Development Title Section 9-1075.5[m-a,b]). <br /> The project site is located on the northwest corner of Harney Lane and Harmony <br /> Vyneland Road (a private road), 1,000 feet west of Locust Tree Road, east of Lodi. It is <br /> an eighteen- (18) acre parcel with the building structures located on the north portion of <br /> the property. <br /> The Community Development Department has received four (4) letters (one (1) letter <br /> representing four separate property owners), and one (1) phone call in opposition of this <br /> project. The following issues have been raised: <br /> Noise <br /> Pursuant to Development Title Section 9-1075.5[] & m-2]), amplified sound is permitted <br /> at both Indoor and Outdoor Special Events, and at both Indoor and Outdoor Marketing <br /> Events. In addition Marketing Events shall end by 10:00 p.m. The events are subject to <br /> Development Title Section 9-1025.9 for provisions concerning noise levels. <br /> Air Quality Concerns <br />
