AdvancedGeo <br /> An Employee-Owned Company <br /> 17 November 2021 <br /> Mr. Steven Shih <br /> Mr. Jeff Wong <br /> SAN JOAQUIN COUNTY EHD <br /> 1868 East Hazelton Avenue <br /> Stockton, CA 95205 <br /> Subject: Well Destruction Variance Request <br /> OCAMPO PROPERTY <br /> 821 South Wilson Way, Stockton, California <br /> Dear Mr. Shih and Mr. Wong: <br /> AdvancedGeo, Inc. has been retained to consult on behalf of Mr. Victor Aranda, the <br /> property owner and responsible party for the leaking underground storage tank (LUST) <br /> investigation located at 821 South Wilson Way, Stockton, CA (site). The site has been an <br /> open investigation since 1998 and has gone through several iterations of assessment <br /> and remediation. In August 2019, the site was approved for closure by the Central Valley <br /> Regional Water Quality Control Board. As part of the closure process all wells were to be <br /> destroyed under permit and supervision of the San Joaquin County Environmental Health <br /> Department (SJCEHD). <br /> Monitoring wells MW-1 through MW-9, VW-1 through VW-3, IAS-1, and IAS-2 were <br /> destroyed on 9, 10, 11, 12, 13, 25, and 26 August 2021 and 15 September 2021. Well <br /> MW-10 could not be destroyed due to refusal encountered at 17 feet below surface grade <br /> (bsg). The first attempt to destroy MW-10 occurred on 26 August 2021 . Refusal was <br /> encountered at 17 feet bsg and well destruction activities were suspended until a <br /> secondary utility clearance could be performed to evaluate if any subsurface <br /> infrastructure could be causing the refusal condition. <br /> A second attempt to destroy well MW-10 was performed on 15 September 2021. Refusal <br /> was again encountered at approximately 17 feet bsg. The well driller reported that he was <br /> experiencing what he felt was "solid" concrete at 17 feet bsg. The destruction was <br /> suspended for a second time, until plans could be obtained and discussed with the City <br /> of Stockton. <br /> Between 15 September and 17 November 2021, several attempts were made by AGI <br /> staff to obtain construction plans for the overpass in an attempt to evaluate if concrete <br /> footings or other construction materials were causing drilling refusal.
