Findings for General Plan Map Amendment, Zone Reclassification, <br /> and Minor Subdivision <br /> PA-2200083,84, 89 <br /> WOODBRIDGE PARTNERS, INC./ DILLON &MURPHY <br /> General Plan Map Amendment(PA-2200083) <br /> 1. The internal consistency of the General Plan is maintained in adoption of the Map Amendment. <br /> • This finding can be made because the location proposed for a General Plan Map <br /> Amendment to the A/I (Agriculture-Industrial) designation is consistent with the goals and <br /> locational criteria outlined in the General Plan. <br /> Zone Reclassifications (PA-2800084) <br /> 1. The proposed zone is consistent with the General Plan, any applicable Master Plans, and any <br /> applicable Specific Plan. <br /> • The proposed Al (Agriculture-Industrial) zone is an implementing zone for the A/I <br /> (Agriculture-Industrial) General Plan designation. There are no applicable Master Plans or <br /> Specific Plans in the various vicinities. <br /> 2. The proposed zone district is reasonable and beneficial at the time. <br /> • The parcel site and buildings associated with the meat processing facility are currently <br /> vacant, and have not been in use in over 20 years. The current AG-40 (General Agriculture, <br /> 40-acre minimum) zone allows for limited development opportunities for the existing <br /> developed site, and industrial development consistent with the General Plan designation of <br /> I/G (General Industrial)Services is not feasible due to the lack of public services. <br /> Pursuant to the 2035 General Plan, on-site water,on-site sewer,and on-site storm drainage <br /> are allowed for Al properties located outside of a community.Any on-site services proposed <br /> for subsequent projects will be required to meet the requirements of the Environmental <br /> Health Department for well and septic systems, and the Department of Public Works for on- <br /> site stormwater retention. Therefore, the proposed Al zone would be reasonable and <br /> beneficial for the project site. <br /> Minor Subdivision (PA-2200089) <br /> 1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific <br /> Plan, and Special Purpose Plan and any other applicable plan adopted by the County. <br /> Minor Subdivision No. PA-2200089 is consistent with the General Plan because the <br /> proposed Al (Agricultural Industrial) zoning of the subject parcel permits the division <br /> proposed and the Al zoning is an implementing zone for the parcel's proposed A/I <br /> (Agricultural Industrial) land use designation. Further, no Master Plan, Specific Plan, or <br /> Special Purpose Plan are applicable to Minor Subdivision No. PA-2200089. <br /> 2. The design or improvement of the proposed subdivision is consistent with the General Plan and any <br /> applicable Specific Plan or Special Purpose Plan. <br /> • The design or improvement of the proposed subdivision is consistent with the General Plan <br /> and any applicable Specific Plan or Special Purpose Plan because the design and <br /> improvements meet the minimum standards contained in the General Plan as reflected in <br /> the Tentative Map. <br /> PA-2200083,84,89(GP,ZR,MS)Findings 1 <br />
