Scott, Executive Officer
SUBJECT: PROPOSED FORMATION OF COUNTY SERVICE AREA NO. 40,
FAIRCHILD INDUSTRIAL PARR, AND ADOPTION OF SPHERE
OF INFLUENCE (LAFC 23-85)
r
PROPOSAL: Application was filed by petition of property owners
proposing to form CSA #40 encompassing the 100 acre
Fairchild Industrial Park. Extended services would include storm
drainage, street lighting, and a water system for fire protection.
The affected territory is located on the south side of Waterloo
Road (Highway 88) at the intersection of Fairchild Lane, and
extending southerly to Arata Road. If approved, subsequent pro-
ceedings for formation will be conducted by the County Board of
Supervisors.
DISCUSSION: The Fairchild Industrial Park was established in 1978
when the property was subdivided into 17 industrial
lots. This CSA is required by the County for the operation and
maintenance systems for storm drainage, street lighting, and water
for fire protection.
In accordance with a specific agreement with the County, the sub-
divider is constructing necessary improvements as development
progresses. Several major developments now exist within the
Industrial Park. The property is planned and zoned for Limited
Industrial (M-1 Zone) .
In accordance with State Law, LAFCo must determine the amount of
property tax dollars which would be transferred to a newly formed
district. In this case the proposed CSA would not assume any
services which are currently tax funded, and therefore, no tax
dollars would be transferred.
