Scott, Executive Officer <br /> SUBJECT: PROPOSED FORMATION OF COUNTY SERVICE AREA NO. 40, <br /> FAIRCHILD INDUSTRIAL PARR, AND ADOPTION OF SPHERE <br /> OF INFLUENCE (LAFC 23-85) <br /> r <br /> PROPOSAL: Application was filed by petition of property owners <br /> proposing to form CSA #40 encompassing the 100 acre <br /> Fairchild Industrial Park. Extended services would include storm <br /> drainage, street lighting, and a water system for fire protection. <br /> The affected territory is located on the south side of Waterloo <br /> Road (Highway 88) at the intersection of Fairchild Lane, and <br /> extending southerly to Arata Road. If approved, subsequent pro- <br /> ceedings for formation will be conducted by the County Board of <br /> Supervisors. <br /> DISCUSSION: The Fairchild Industrial Park was established in 1978 <br /> when the property was subdivided into 17 industrial <br /> lots. This CSA is required by the County for the operation and <br /> maintenance systems for storm drainage, street lighting, and water <br /> for fire protection. <br /> In accordance with a specific agreement with the County, the sub- <br /> divider is constructing necessary improvements as development <br /> progresses. Several major developments now exist within the <br /> Industrial Park. The property is planned and zoned for Limited <br /> Industrial (M-1 Zone) . <br /> In accordance with State Law, LAFCo must determine the amount of <br /> property tax dollars which would be transferred to a newly formed <br /> district. In this case the proposed CSA would not assume any <br /> services which are currently tax funded, and therefore, no tax <br /> dollars would be transferred. <br />
