r <br /> LAFC 23-85 Page 2 <br /> Upon approval of the Industrial Zoning, the Board of Supervisors <br /> adopted an Environmental Impact Report (EIR) for this Industrial <br /> Park. A copy of the County' s EIR has been provided for Commission <br /> review. <br /> This report also proposes a Sphere of Influence for CSA #40 to <br /> take effect should it be formed. CSA facilities will be designed <br /> and constructed to serve the limited area of the project. Conse- <br /> quently, it is proposed that the Sphere of Influence be restricted <br /> to the proposed CSA boundary. <br /> CONCLUSION: The Fairchild Industrial Park exists and the decision <br /> —i before the Commission is limited to governmental <br /> structure. This proposal is consistent with the Commission' s <br /> guidelines for orderly government. <br /> RECOMI4ENDATION: The following determinations are recommended: <br /> 1 ) Certify that the Commission has reviewed the County' s EIR. <br /> 2) Approve the proposed formation with the boundary description <br /> as approved by the County Surveyor. <br /> 3) Authorize the Board of Supervisors to form CSA #40, pursuant <br /> to County Service Area Law, designating storm drainage, <br /> street lighting, and water for fire protection as extended <br /> services. <br /> 4) Authorize the Board of Supervisors to establish service <br /> charges as necessary to operate and maintain the facilities. <br /> 5) Pursuant to G.C. 54790. 3, no property tax dollars shall be <br /> transferred to CSA #40. <br /> 6) Adopt a Sphere of Influence for CSA #40 which is the same as <br /> the boundary proposed for formation. <br /> Respectfully sybmitted, <br /> � F. �. <br /> GERALD F.
