ALTERMATR <br /> /1 LOS'CITY COUNCIL MEMEER <br /> MINUTES <br /> o LOCAL AGENCY FORMATION COMMISSION <br /> OCTOBER 18 , 1985 - 2 : 00 P.M. <br /> Courthouse, Stockton, California <br /> The meeting was called to order by Chairman Ennis at 2 : 03 P.M. <br /> MEMBERS PRESENT: Commissioners Barber, Ennis , Mortensen, Nelson, <br /> Olson, Simpson, Wilhoit and Costa <br /> QT11LRS PRESENT: Gerald F. Scott, Executive Officer; <br /> Michael McGrew, LAFCo Counsel; <br /> Juanita Hernandez and Maria Sisneroz, <br /> Commission Clerks <br /> MINUTES : The minutes of the September 20 , 1985 meeting <br /> were unanimously approved upon motion of <br /> Commissioner Barber and seconded by Commissioner <br /> Nelson. <br /> The Commission congratulated Juanita on her promotion in the Building <br /> Inspection Division and welcomed Maria Sisneroz as Commission Clerk. <br /> MATTERS SET FOR HEARING: <br /> 1. PROPOSED FORMATION OF COUNTY SERVICE AREA NO. 40 , FAIRCHILD <br /> INDUSTRIAL PARK, AND ADOPTION OF SHPERE OF INFLUENCE (LAFC 23-85) <br /> Commissioner Barber explained that he had contributed money to the <br /> Citizens Group and would therefore abstain on is matter to avoid <br /> any question of impropriety, although counsel advised that it was <br /> not manditory. Alternate Commissioner Costa was seated in his <br /> place for this proposal. <br /> The Executive Officer summarized the staff report recommending that <br /> the Commission certify that it has reviewed the County' s EIR and <br /> approve the proposal, as submitted, with specific services to include <br /> maintenance and operation of storm drainage, street lighting and a <br /> water system for fire protection. He noted that this is a question <br /> of Governmental structure, not land use, since the subdivision exists <br /> and the infrastructure is partially completed. <br />
