PLANNING COMMISSION MINUTES <br /> JUNE 16 , 1988 <br /> 3 . USE PERMIT APPLICATION NO. UP-88-31 OF ROBERT R. BATCH, ET AL (C/O <br /> LINDEN FIRST BAPTIST CHURCH ) for a 250-seat church. The property is <br /> located on the south side of State Route 26 , approximately one-fifth <br /> of a mile west of Duncan Road, approximately 1. 2 miles west of Linden. <br /> (Supervisorial District 4 ) <br /> Kerry Sullivan, Associate Planner, introduced a staff report into the <br /> record. <br /> Comm. Bozzano said he had conversations with Mark Lewallen and John <br /> Fugazi , property owners in the area. Mr. Lewallen discussed the <br /> alternate location. Mr. Fugazi had said he was not opposed to the <br /> project but wanted it known that if it is approved, he does farm and <br /> there will be noise and dust, which is normally part of a farming <br /> operation. <br /> PUBLIC HEARING OPENED <br /> PROPONENTS: Bob Celum, 18501 E. Comstock Road, Linden, speaking in <br /> behalf of the church and also as Chairman of the Building Committee, <br /> said the congregation has outgrown the present location and they need <br /> an adequate and permanent location. He said the church should be <br /> located as near as possible to the Linden community center. The Batch <br /> family has agreed to sell 5 acres to the church and this has been the <br /> only available land they could find in the community. The subject <br /> property is only 200 feet west of the fire station and it has all of <br /> the necessary utilities. Mr. Celum discussed the findings noted in <br /> the staff report: <br /> Finding No. 1: This will remove 5 acres of land from agricultural <br /> production. However, the location of any church on agricultural land <br /> would have the same problem. They do not feel that a church would <br /> conflict with continued agricultural activities on the remaining 48 <br /> acres in that the owners of the Batch land have stated that the church <br /> would have to be located at the westerly end of the property. The <br /> church accepts the fact that the neighboring properties will continue <br /> agricultural practices. <br /> Finding No. 4 : Intense urban use does not apply to a church site. <br /> They will have 3 meetings a week. Many families in the congregation <br /> earn their living by farming. They are sensitive to the preservation <br /> of farm land. The General Plan is to serve the best interest of the <br /> community. <br /> Dick Sanders, Pastor of the church, said there are 4 churches within <br /> the Linden School District and these serve 4 different denominations <br /> and they are all necessary. This Baptist church is also needed. The <br /> church is a good neighbor; it is good for the community and helps <br /> serve the people in resolving social problems. <br /> PC: 6/16/88 -4- MINUTES <br />
