Mr . Celum said that this site will cause the least disruption to the <br /> irrigation system on the Batch property. <br /> OPPONENTS: John Eilers, representing People' s Organization for Land <br /> Preservation (POLP ) , said that POLP did not receive a referral. There <br /> was no written response from the Linden Municipal Advisory Council, <br /> and the Linden newspaper did not print an article about the project. <br /> The Linden County Water District did not receive a referral . Mr. <br /> Eilers said that there must be an environmental impact report prepared <br /> for this project regardless of where the parcel is located on this <br /> property. The project is growth inducing and it takes out farm land. <br /> Mr. Eilers said that the owner must have other plans for this property <br /> as he is retaining valuable frontage. The parcel creates a peninsula. <br /> It has maximum exposure to the agricultural activities going on around <br /> it. He said he did not feel that relocating the site on the property <br /> would mitigate the environmental impact. He said, also, that there is <br /> a traffic hazard at the Duncan Road corner. Mr. Eilers asked if there <br /> would be a school constructed in connection with the church. He said <br /> that POLP should assist in locating the church site and it should be <br /> located in a properly zoned area - in an area that will not induce <br /> growth and impact the farm land. <br /> John Fugazi , owner of adjacent land, said the church property drains <br /> towards his land and the drainage will increase with the additional <br /> building and parking coverage. He said his 7 acre walnut orchard was <br /> recently flooded. He said he sprays his land by ground rig 2 to 4 <br /> times a year. His operation does make dust and he must spray his <br /> orchard. He said that even though the project was not in the <br /> newspaper, the community of Linden knew about the proposal. <br /> REBUTTAL: Mr. Celum made the following comments: Three members of <br /> POLP were present and in favor of this project. The church is not <br /> growth inducing. They do not plan to have a day school. Drainage <br /> will be by retention basin and will improve the present situation. <br /> PUBLIC HEARING CLOSED <br /> Comm. Morri said he felt that this project would be a definite intru- <br /> sion into the farming area. <br /> Comm. Carter said she felt that the site should have been closer to <br /> Linden and away from the walnut orchard. However, that did not happen <br /> because of the irrigation layout. <br /> Comm. Gillispie commented that because of the proximity of the church <br /> to a community, it could be growth inducing. <br /> Comm. Bozzano commented that this is an intrusion into agricultural <br /> land and that it would be less of an intrusion than if the parcel were <br /> located on the other side of the Batch property. <br /> Chairman Jungeblut said he concurred with Mr. Eilers in that there are <br /> possibly other intentions for the remaining Batch land.
