Bozzano said he was not aware of plans to further develop the <br /> Batch property. Churches are located in the rural areas of the <br /> country. There is residential development across the street from the <br /> Batch land. He said he concurred with some of the statements made by <br /> Mr. Eilers . He said he did not agree with staff on the recommendation <br /> for an environmental impact report. <br /> There was a discussion on the fact that Comm. Gabbard was not present <br /> for this hearing and a vote could result in a tie. The applicants <br /> were asked if they wanted a continuance to allow the full Commission <br /> to vote on the issue. The applicants stated they wished to have the <br /> Commission take action at this time. <br /> MOTION: Moved, seconded (Carter-Bozzano) to: <br /> Find that the impact of intrusion into the agricultural land has been <br /> reduced to a level of non-significance; and with the new site plan the <br /> traffic problem will be mitigated by a single entrance. The revised <br /> site clan will include the recommended conditions of approval, there- <br /> fore, the Negative Declaration is approved and UP-88-31 is approved <br /> subject to the "Recommended Conditions of Approval" <br /> Comms . Gillispie, Morri and Jungeblut voted no. Comm.
