FINDINGS FOR ZONING MAP RECLASSIFICATION <br /> PA -2200087 <br /> HIGHWAY 12 INVESTORS LLC ET AL / KEVIN HUBER <br /> Development Title Section 9 - 808 . 050 states that prior to approving an application for a Zone <br /> Reclassification , the Planning Commission and Board of Supervisors shall determine that all of the following <br /> are true : <br /> a ) The proposed amendment is consistent with the General Plan and any applicable Master Plans . <br /> This finding can be made because the subject parcel has a General Plan map designation of I / L <br /> ( Limited Industrial ) and the proposed I -W (Warehouse Industrial ) zone is an implementing zone <br /> of the I / L designation . Additionally , the proposed underlying use , Truck Services - Parking , may <br /> be conditionally permitted in the I -W zone with an approved Site Approval application , which is <br /> included with this project . Therefore , the proposal is consistent with the General Plan . There <br /> are no Master Plans affecting the subject parcel . <br /> b ) The proposed amendment is necessary for public health , safety , and general welfare or will be of benefit <br /> to the public . <br /> The finding that the proposed amendment will be of benefit to the public can be made because <br /> the proposed zoning map amendment will allow for industrial land uses such as truck parking . <br /> There is a great need to provide additional locations for truck parking operations due to the <br /> demand generated by the increase in warehousing operations in San Joaquin County . The <br /> project site is convenient for truck parking due to the proximity to State Route 12 , Interstate 5 , <br /> and State Route 99 . <br /> c ) The proposed amendment has been reviewed in compliance with the requirements of the California <br /> Environmental Quality Act . <br /> This finding can be made because the project underwent an environmental review and Initial <br /> Study , resulting in a Mitigated Negative Declaration , which found that , although the project <br /> could have a significant effect on the environment , there will not be a significant effect in this <br /> case because mitigation that has been agreed to by the project proponent will reduce any <br /> potentially significant impacts on the environment to less than significant . <br /> d ) For a change to the Zoning Maps that the subject property is suitable for the uses permitted in the <br /> proposed zone in terms of access , size of parcel , relationship to similar or related uses , and other <br /> relevant considerations , and that the proposed change of zone is not detrimental to the use of adjacent <br /> properties . <br /> This finding can be made because the parcel has been planned for industrial use since 2016 <br /> and , with the availability of public services , the change to the Zoning map is feasible . The <br /> proposed zone change would permit industrial uses such as truck parking . As there are <br /> currently truck parking operations to the south and west of the subject parcel , additional truck <br /> parking will not be detrimental to adjacent properties . The parcel has access from N . Thornton <br /> Road , is located less than one half mile from both State Route 12 and Interstate 5 , making it <br /> suitable for trucking uses . <br /> PA-2200087 — Findings 1 <br />
