V <br />Based on the information provided in your variance application packet and pursuant to <br />Section 25143, Health and Safety Code, it has been determined that the hazardous waste <br />management activities at the collection facility are insignificant as a potential hazard to <br />human health and safety and to the environment. Accordingly, you are granted a variance by <br />the Department of Toxic Substances Control (Department) from the Hazardous Waste <br />Facilities Permit Requirements of Section 25201 of the Health and Safety Code and <br />regulations of Division 4.5, Chapter 20, Title 22, California Code of Regulations (CCR), <br />subject to the following requirements: <br />Only qualified personnel, trained in hazardous waste management as required by Title <br />8, CCR, shall be allowed to handle the incoming waste. Personnel training records shall be <br />available on-site during the collection event to substantiate training. <br />Pursuant to Division 20, Chapter 6.5, Article 9.4, Health and Safety Code (H & SC), <br />only banned, unregistered, or outdated agricultural waste shall be accepted. All wastes shall <br />be pre -classified and no unknown waste will be accepted at this collection event. <br />All areas directly involved with receiving or handling (e.g., sorting, packaging, etc.) <br />shall be paved and covered with a six (6) millimeter thick sheet plastic to protect against <br />spillage. The covering shall be maintained at all times during collection and post -collection <br />activities. Ripped, torn, or punctured plastic sheeting shall be immediately repaired or <br />replaced. Spilled chemicals shall be cleaned up immediately using appropriate <br />decontamination procedures, absorbent, and equipment. <br />All personal protection and safety rules set forth in Title 8, CCR, shall be followed <br />during the collection program. <br />All personal protective and safety equipment required by Title 8, CCR, shall be <br />available at the site from the time the collection site is set up until all waste has been <br />removed. <br />All participants shall remain in their vehicles during the collection program. <br />
