Box 332, Roseville, CA 95661 ● Phone (916) 677-1470 <br /> <br />DRAFT EXCAVATION AND MATERIAL <br />MANAGEMENT PLAN <br /> <br />MURPHY PARKWAY PROPERTY <br />APN 198-012-009 <br />17100 Murphy Parkway <br />Lathrop, San Joaquin County, California <br /> <br /> <br />1.0 INTRODUCTION <br /> <br />This Excavation and Material Management Plan (EMMP) has been developed to present <br />measures and procedures for the removal and management of residual solid waste materials at <br />the subject property as a part of clean closure activities. The property consists of an approximate <br />48-acre, vacant parcel identified as APN 198-012-009 in Lathrop, San Joaquin County, <br />California. Included herein are procedures for removal, stockpiling, sampling and testing of a <br />thin layer of solid waste materials (primarily broken glass) that are known to exist beneath a soil <br />“cap” on the far northwesterly portion of the subject parcel. Following removal, sampling and <br />testing of the wastes, evaluation will be performed to determine whether the materials can be <br />reused onsite in engineered fills during site development. The waste excavation and <br />management procedures described herein are a component of the clean closure activities for the <br />subject parcel in general accord with CCR Title 27, Section 21810 and with the guidance <br />outlined in the Local Enforcement Agency (LEA ) Advisory #16 published by CalRecycle. This <br />EMMP will be an element of a Clean Closure Plan being prepared by others. <br /> <br />This EMMP includes: a general description of the site; background information; a summary of <br />the past investigative work; a description of the planned site development; procedures for <br />removal and stockpiling of the capped waste materials; a description of the planned sampling and <br />testing of the stockpiled waste materials; a description of verification sampling/testing of soils <br />beneath the waste materials; planned evaluation of the laboratory data from the samples to <br />determine whether the removed wastes can be reused onsite in engineered fills during site <br />development; discussion regarding personal protection/safety; and, reporting requirements. <br /> <br />A Vicinity Map showing the location of the subject parcel is presented as Plate 1. A Site Map is <br />presented as Plate 2 showing the layout of the entire parcel, the area of capped wastes on the far <br />northwesterly portion of the site, and the general layout of the planned site development. A civil <br />engineering drawing depicting additional details pertaining to the planned construction is <br />presented as Plate 3. <br /> <br /> <br /> <br /> <br /> <br /> <br />
