Box 332, Roseville, CA 95661 ● Phone (916) 677-1470 <br /> <br />Page 2 <br />March 9, 2018 <br />Murphy Parkway Property Excavation and Materials Management Plan <br /> <br />2.0 SCOPE OF THE EMMP <br /> <br />In accordance with LEA Advisory #16, this EMMP addresses the following: <br /> <br />• An excavation plan. <br /> <br />• Identification of health and safety issues regarding the proposed site activities and a <br />protocol indicating what measures will be taken to ensure protection of the public health <br />and safety and the environment. <br /> <br />• A description of the sequence of excavation operations including the proposed removal <br />time frame for the excavation operation. <br /> <br />• Comments regarding the applicability of monitoring, collecting and controlling leachate, <br />ground and surface water and landfill gas associated with the excavation and materials <br />management activities. <br /> <br />• A description of the proposed sampling and testing protocols for verification of clean <br />closure. <br /> <br />• A description of the proposed sampling and testing protocols for evaluation of removed <br />wastes for onsite reuse in engineered fills. <br /> <br />• A plan to evaluate and dispose of any hazardous waste identified during the clean closure <br />operations. <br /> <br />• A description of the transport and fate or final disposition of the waste materials and <br />residuals that will be excavated from the site. <br /> <br />This EMMP only addresses solid wastes known to exist on the subject 48-acre parcel identified <br />as APN 198-012-009, and does not address any wastes on adjoining or nearby areas outside of <br />the subject parcel. The scope of this EMMP is primarily to address any potential chemical <br />contaminant concerns associated with solid wastes at the site; this EMMP does not address <br />physical hazards (such as those posed by the known waste glass materials on the property). <br />Additionally, all other health and safety measures, such as those to address common physical and <br />construction hazards, are the responsibility of future contractors/workers and other site personnel <br />and are not included in the scope of this plan. <br /> <br /> <br />3.0 SITE LOCATION AND DESCRIPTION <br /> <br />The approximate 48-acre subject property is located about 500 feet easterly of Murphy Parkway <br />and about 1,500 feet southerly of East Louise Avenue in a commercial and industrial area of <br />Lathrop, San Joaquin County, California. The property consists of an approximate 48-acre parcel <br />identified as APN 198-012-009. The subject parcel is currently vacant/undeveloped land.
