Box 332, Roseville, CA 95661 ● Phone (916) 677-1470 Page 2 March 9, 2018 Murphy Parkway Property Excavation and Materials Management Plan 2.0 SCOPE OF THE EMMP In accordance with LEA Advisory #16, this EMMP addresses the following: • An excavation plan. • Identification of health and safety issues regarding the proposed site activities and a protocol indicating what measures will be taken to ensure protection of the public health and safety and the environment. • A description of the sequence of excavation operations including the proposed removal time frame for the excavation operation. • Comments regarding the applicability of monitoring, collecting and controlling leachate, ground and surface water and landfill gas associated with the excavation and materials management activities. • A description of the proposed sampling and testing protocols for verification of clean closure. • A description of the proposed sampling and testing protocols for evaluation of removed wastes for onsite reuse in engineered fills. • A plan to evaluate and dispose of any hazardous waste identified during the clean closure operations. • A description of the transport and fate or final disposition of the waste materials and residuals that will be excavated from the site. This EMMP only addresses solid wastes known to exist on the subject 48-acre parcel identified as APN 198-012-009, and does not address any wastes on adjoining or nearby areas outside of the subject parcel. The scope of this EMMP is primarily to address any potential chemical contaminant concerns associated with solid wastes at the site; this EMMP does not address physical hazards (such as those posed by the known waste glass materials on the property). Additionally, all other health and safety measures, such as those to address common physical and construction hazards, are the responsibility of future contractors/workers and other site personnel and are not included in the scope of this plan. 3.0 SITE LOCATION AND DESCRIPTION The approximate 48-acre subject property is located about 500 feet easterly of Murphy Parkway and about 1,500 feet southerly of East Louise Avenue in a commercial and industrial area of Lathrop, San Joaquin County, California. The property consists of an approximate 48-acre parcel identified as APN 198-012-009. The subject parcel is currently vacant/undeveloped land. The site is generally flat; however, portions of the site are irregular and hummocky, and two depressed
