<br />2 <br /> <br />In addition to advance weather monitoring, supervisors shall review the day’s forecasted <br />temperature and humidity level prior to the start of work. Temperature and humidity levels will <br />also be monitored on the work site throughout the day and compared to the National Weather <br />Service Heat Index (http://www.nws.noaa.gov/om/heat/heat_index.shtml) to evaluate the risk <br />level for heat illness and determine when precautionary heat illness prevention measures should <br />be taken. Temperature will be monitored by means of dry bulb thermometer in degrees <br />Fahrenheit. Temperature measurements will be taken in work areas where shade is not present. <br />While the temperature measurement must be taken in an area with full sunlight, the bulb or <br />sensor of the thermometer should be shielded while taking the measurement, e.g., with the hand <br />or some other object, from direct contact by sunlight. Alternatively, the temperature can be <br />monitored throughout the workday using the weather information on a mobile phone so long as <br />the information is local to the work area. <br /> <br />Shade <br /> <br />When the outdoor temperature in the work area exceeds 80°F, EKI shall provide and maintain <br />one or more areas with shade at all times while employees are present. When the outdoor <br />temperature does not exceed 80°F, EKI shall either provide shade or provide timely access to <br />shade upon an employee´s request. <br /> <br />Shade means blockage of direct sunlight. Shade may be provided by any natural or artificial <br />means that does not expose employees to unsafe or unhealthy conditions and that does not <br />deter or discourage access or use. A shaded area is defined as a canopy, umbrella, or other <br />structure designed to provide shade. The shaded area shall be open to the air or provided with <br />a cooling or ventilation system. The amount of shade present shall be at least enough to <br />accommodate the number of employees on recovery or rest periods, so that they can sit in a <br />normal posture fully in the shade without having to be in physical contact with each other. <br /> <br />EKI employees shall be allowed and encouraged to take preventive cool‐down rest in the shade <br />to protect themselves from overheating. Any employee needing access to a shaded area to take <br />a preventative cool‐down rest shall be monitored and asked if he or she is experiencing <br />symptoms of heat illness and shall remain in that shaded area for a period of at least 5 minutes, <br />or until the employee feels adequately prepared to resume work and the EKI Site Safety Officer <br />or Corporate Safety Officer agree that the employee is able to resume work activities. Any <br />employee requiring a recovery period shall be escorted to the designated shaded recovery area. <br />At any time, an EKI employee can indicate to the Site Safety Officer that he or she requires a <br />recovery period. The Site Safety Officer may also direct an EKI employee to take a recovery period <br />if he or she deems such an action necessary. <br /> <br />The designated shaded area shall be within visual range of the site so that the employee’s <br />condition may be continually monitored. If an EKI employee exhibits signs or report symptoms <br />of heat illness, appropriate first aid or emergency response shall be provided. <br /> <br />If it is infeasible or unsafe to have a shade structure, or otherwise to have shade present on a <br />continuous basis, EKI may utilize alternative procedures for providing access to shade if the
