EKI B90047.00 Page 13 Former Pilkington North America Site
Lathrop, California
• Discrete sidewall samples will be collected from freshly exposed soil approximately one -
half of the excavation depth at an interval of approximately one sample per 50 linear
feet of sidewall excavation face.
• Bottom confirmation samples will be collected from excavation bottoms at discrete
locations on approximately 50-foot centers for areas greater than approximately 2,500
square feet.
• A minimum of one bottom sample and one sidewall sample per excavation face will be
collected from each excavation.

Soil samples will be collected in brass or stainless steel liners capped with Teflon tape and
plastic end caps. The samples will be immediately placed on ice to maintain the samples at a
temperature of 4 (±2) ºC. They will then be transported to a State-certified analytical
laboratory under chain-of-custody for analysis. All sampling and sample handling will be
performed in accordance with standard environmental protocols and will be documented. Soil
sampling locations and the extent of excavations will be surveyed by the contractor or field
located based on existing aboveground structures.

Excavated soils that are visibly stained, shiny, or oily or have a noticeable solvent-like, or
hydrocarbon odor will be segregated and stockpiled on-site for characterization prior to off-site
disposal. Stockpiles shall be managed in accordance with the procedures described in Section
2.4.
2.4 Stockpile Management
Protocols for handling and managing stockpiles during construction activities include the
following measures to be implemented by the contractor .
• Stockpiles will be segregated and managed based upon material origin and the following
categories:
o Excavated soil to be evaluated for potential onsite reuse or offsite disposal (See
Section 2.5):
▪ As described in 2.5.3, soil that contains glass cullet but not waste
materials of the type documented in the North and South Waste Cells
shall be deemed acceptable for on-Site reuse in engineered fills, mixed-in
with concrete and generally used as a construction material.
o If an unknown waste pit is encountered, refer to Figure 2-1.
o If visibly stained or odorous material is encountered, refer to Figure 2-2.
• Each stockpile will be placed upon, at minimum, one layer of 10-mil (minimum) black
plastic sheeting and, at a minimum, the sides and top will be covered by one layer of 10-
mil (minimum) black plastic sheeting at all times except when the material is being
handled;
• Stockpiles will be covered with plastic sheeting and secured (e.g. sandbags) to prevent
wind disturbance and minimize dust generation;
