Limit storm water contact and erosion of stockpiled materials; such measures
could include berming of stockpiled areas, as warranted by site conditions.
2.5 Waste Characterization
Characterization of Soil Excavated From Waste Pits
Characterization of soil from any remediation of previously unknown waste pits will be
conducted in accordance with procedures described in Section 6.5 of the EMMP (Appendix C).
Excavated and stockpiled soil from remediation excavations will be evaluated for potential on -
Site reuse or will be characterized and transported to an offsite permitted disposa l facility. Any
waste materials designated for off-site disposal will be transported by properly licensed
contractors to a permitted disposal facility in accordance with all applicable laws and
regulations. Transport manifests and disposal documentation will be maintained.
Characterization of Excavated Visibly Stained or Odorous Soil
For excavated visibly stained or odorous soil designated for off-site disposal, one 4-point
composite soil sample shall be collected for every 500 cubic yard stockpile. Chemical analyses
of soil for waste characterization purposes anticipated to be required by the permitted disposal
facilities are listed below and shall be analyzed by a Californ ia state-certified laboratory.

• VOCs using EPA Method 8260B;
• SVOCs using EPA Method 8270C;
• TPH-g using EPA Method 8015M;
• TPH-d and TPH-mo with silica gel cleanup using EPA Method 8015M; and
• Title 22 metals using EPA Method 6020.

Additional chemical analyses for further waste characterization that may be required by the
permitted disposal facilities may include the following analytical methods, to be performed by a
California state-certified laboratory.

• PCBs by EPA Method 8082;
• Dioxins and furans by EPA Method E1613/SW8290;
• WET using CCR Title 22, Division 4.5, Chapter 11, Appendix II and subsequent selected
metals analysis using EPA Method 6020;
• Toxicity Characteristic Leaching Procedure (“TCLP”) using EPA Method 1311 and
subsequent selected metals analysis using EPA Method 6020; and
• Fish Bioassay (96-hour).
