The property consists of an <br />approximate 48-acre, vacant parcel identified as APN 198-120-009 in Lathrop, San Joaquin <br />County, California. Recent waste management work at the site included excavation/removal, <br />stockpiling, sampling, and testing of a layer of solid waste materials (primarily broken glass) and <br />associated soils that existed beneath a clean soil “cap” on the far northwesterly portion of the <br />subject parcel. These wastes on the property have been referred to as Waste Unit 1 (WU1). The <br />removed/stockpiled waste materials were sampled and tested to evaluate whether the materials <br />can be reused onsite in engineered fills during upcoming site development. <br /> <br />The waste management work recently performed at the site is a component of the clean closure <br />activities for the subject parcel in general accord with CCR Title 27, Section 21810 and with the <br />guidance outlined in the Local Enforcement Agency (LEA) Advisory #16 published by <br />CalRecycle. Advanced GeoEnvironmental (AGE) prepared a Clean Closure Plan for the <br />property dated March 5, 2018; the Clean Closure Plan is currently a draft document that is <br />undergoing revisions to address regulatory agency requirements.1 An element of the Clean <br />Closure Plan is an Excavation and Material Management Plan (EMMP) that was prepared by <br />our firm and presented measures and procedures for the removal, management, sampling, testing, <br /> <br />1 AGE; “Clean Closure Plan, 17100 Murphy Parkway, Lathrop, San Joaquin County, California, PNA Parcel B <br />(Portion of Solid Waste Information System [SWIS] number 39-CR-0022), APN 198-120-09”; March 5, 2018.
