Brusca File No. 137-002 <br />Page 4 <br />May 23, 2018 <br />Murphy Parkway Property Waste Materials Reuse Workplan <br /> <br /> <br />Starting in 2014, a substantial amount of investigation, waste characterization, and waste <br />removal work was implemented on the subject parcel by AGE with direction and oversight by <br />the SJCEHD. This work included: <br /> <br />• a significant number of explorations (test pits and borings) within the capped area and <br />other site areas, including areas to the south and east of the capped area. <br /> <br />• a geophysical survey (involving ground penetrating radar and a magnetometer survey) on <br />the westerly portion of the property to identify any unknown areas of disturbed <br />materials/buried wastes. The geophysical and trenching work reportedly identified two <br />areas (approximate 2,000 square feet each in plan area) of deeper disturbed <br />materials/wastes along the far westerly margin of the property and outside of the cap <br />area. These areas were identified as the South Waste Cell (SWC) and the North Waste <br />Cell (NWC). SWC and NWC waste materials subsequently were excavated and <br />removed from the subject parcel to below screening levels and were hauled from the <br />property for offsite landfill disposal; waste associated with these cells apparently remains <br />on the adjoining westerly property. <br /> <br />• collection of samples of soil and waste materials from WU1, SWC, and NWC areas, as <br />well as from other site areas for analytical laboratory testing. <br /> <br />AGE’s investigative, remedial, and characterization work associated with solid wastes on the <br />subject parcel was summarized in a Site Assessment Summary Report dated December 21, 2017; <br />the Site Assessment Summary Report is currently a draft document that is undergoing revisions to <br />address regulatory agency requirements.9 <br /> <br /> <br />3.0 PLANNED SITE DEVELOPMENT/CONSTRUCTION <br /> <br />Redevelopment of the subject property is planned to be initiated in the very near future. The <br />planned development includes construction of an approximate 870,000 square-foot <br />commercial/light-industrial structure intended for use for warehouse/distribution purposes. The <br />layout of the planned development is shown on Plates 2 and 3. The planned structure will be of <br />tilt-up concrete construction with a concrete slab-on-grade floor. Onsite areas exterior to the <br />building will support asphaltic-concrete and concrete pavements, storm water basins, and very <br />limited landscaping. The planned building will be connected to the local sanitary sewer system. <br /> <br />Per discussions with the involved regulatory agencies, a land use covenant (LUC) will be <br />established for the subject parcel that prohibits residential and day care usage of the subject <br />property. The LUC also will prohibit the use of groundwater beneath the property for drinking <br />water purposes, and will establish provisions for future management of reused wastes and <br />maintenance of the building floor slab and pavements that cover such wastes in the unlikely <br />event that the wastes are disturbed in the future. <br /> <br /> <br />9 AGE; “Revised Site Assessment Summary Report, 17100 Murphy Parkway, Lathrop, San Joaquin County, <br />California, Solid Waste Information System (SWIS) Number 39-CR-022 (APN 198-120-09); January 10, 2018.
