Brusca File No. 137-002 <br />Page 3 <br />May 23, 2018 <br />Murphy Parkway Property Waste Materials Reuse Workplan <br /> <br /> <br />2.0 SITE DESCRIPTION AND BACKGROUND <br /> <br />2.1 Site Location and Description <br /> <br />The approximate 48-acre subject property is located about 500 feet easterly of Murphy Parkway <br />and about 1,000 feet northerly of D’Arcy Parkway in a commercial and industrial area of Lathrop, <br />San Joaquin County, California. The property consists of an approximate 48-acre parcel <br />identified as APN 198-120-009. The subject parcel is currently vacant/undeveloped land. The <br />site is generally flat; however, two depressed areas are situated on the northwesterly portion of the <br />site (bordering the WU1 area). Until recently, portions of the site were used for livestock grazing; <br />wire fencing is in place on portions of the site for livestock enclosure purposes. A Vicinity Map <br />showing the location of the property is presented as Plate 1, and a Site Map is presented as Plate 2. <br /> <br />2.2 Historical Site Activities <br /> <br />The 48-acre subject parcel historically was vacant farmland. In the early 1960s, a large glass <br />manufacturing facility (currently referred to as former Pilkington North America [PNA] facility) <br />was constructed directly northerly of the subject property. The subject 48-acre parcel (identified <br />by APN 198-120-009) was associated with the former PNA facility, and, along with other offsite <br />areas, was used for solid waste handling and waste water disposal related to the PNA facility. <br />Solid wastes comprised largely of waste glass materials were handled within the northwesterly <br />portion of the subject 48-acre site; the vast majority of waste glass materials historically handled <br />and temporarily stored in this area were hauled from the property in the past to offsite disposal <br />locations. Glass manufacturing activities at the former PNA facility were discontinued several <br />years ago. In recent years, the subject 48-acre parcel generally has been unused, except for some <br />livestock grazing. <br /> <br />Treated industrial and domestic waste water, as well as storm water, generated at the former <br />PNA facility northerly of the subject property was disposed at that facility, and also on the <br />subject 48-acre parcel via spray irrigation. The waste water discharge was performed under <br />permit with the CVRWQCB. Because the subject 48-acre property is no longer intended for <br />waste water discharge, the CVRWQCB is currently in the process of removing this area from the <br />waste water discharge permit. <br /> <br />2.3 Past Onsite Waste Investigations and Remedial Work <br /> <br />It is indicated that the handling of glass wastes on the subject property ceased in the 1980s. <br />Around 2012, the local oversight agency (the SJCEHD) required the placement of a clean soil <br />cap over the northwesterly portion of the property (WU1 area) where a thin layer of residual <br />glass wastes was known to exist at the site surface.
