<br /> <br />WU1 Clean Closure Plan and Work Plan Addendum <br />(Excavation and Material Management Plan) <br />FORMER PILKINGTON NORTH AMERICA – LATHROP FACILITY <br />500 East Louise Avenue, Lathrop, San Joaquin County, California <br />Parcel 198-120-08 (Parcel A) of Disposal Site: SWIS Number 39-CR-0022 <br /> <br /> <br />1.0. INTRODUCTION <br /> <br />At the request of Mr. Dana Parry of R & B Louise LLC, et al, Advanced GeoEnvironmental, <br />Inc. (AGE) has prepared this Clean Closure Plan and Work Plan Addendum (Plan) for the <br />portion of Waste Unit 1 (WU1) situated on the far southwesterly portion of the property <br />located at 500 East Louise Avenue, Lathrop, California (herein referred to as “subject <br />property”; Parcel Number 198-120-08 or Parcel A). This Plan was prepared in accordance <br />with San Joaquin County Environmental Health Department (EHD) letter dated <br />22 January 2019 (Appendix A) to obtain clean closure for WU1 on Parcel A of Disposal <br />Site Solid Waste Information System (SWIS ) 39-CR-0022. An approved closure plan is <br />necessary before a request can be made for final closure [Title 27 of the California Code <br />of Regulations; 27 CCR 21099 (b)]. <br /> <br />Additionally, this Plan was prepared as a work plan addendum to the Excavation and <br />Materials Management Plan (EMMP) dated 09 March 2018 prepared by Brusca <br />Associates, Inc. (BAI); the EMMP is included in Appendix B. The EMMP was amended <br />by an addendum dated 22 March 2018 prepared by BAI. The EMMP was developed to <br />excavate, remove, and manage solid waste materials and soil located in disposal area <br />WU1 on Parcel B (17100 Murphy Parkway, Parcel Number 198-120-09, a portion of SWIS <br />39-CR-0022) directly southerly of the subject Parcel A. The EMMP was approved by the <br />EHD and the Central Valley Regional Water Quality Control Board (Regional Water <br />Board). The work described in the EMMP and addendum was performed in April 2018. <br />During field activities it was discovered that a small elliptical portion of WU1 extended to <br />the north onto Parcel A. The EMMP scope of work on Parcel B was completed in <br />July 2018 and a verification report was submitted in December 2018. <br /> <br />Based on discussions with EHD staff on 17 and 28 December 2018, it was determined <br />that there are two suspected disposal areas on Parcel A: (1) an area located in the <br />southwest corner of the parcel in the proximity of T-29; and (2) the area located on the <br />southern border of the parcel where WU1 has been identified to extend onto Parcel A. <br />This Plan addresses only the latter area (2) on Parcel A where WU1 has been identified. <br /> <br />Extensive background information on the former Pilkington North America, Inc. Lathrop <br />Facility Parcels A and B (the “Former PNA Facility”) and detailed information about WU1 <br />were provided in the AGE-prepared: Clean Closure Plan dated 20 June 2018, Site <br />Assessment Summary Report – Final dated 21 June 2018, and Addendum to the Request <br />for Exemption to Implement Construction Controls dated 12 July 2018. <br /> <br />The location of the Former PNA Facility is illustrated in Figure 1.
