OBJECTIVES AND PURPOSE <br /> <br />The scope of work included in this Plan (EMMP work plan addendum) is intended to <br />provide clean closure for that portion of WU1 on Parcel A by removing the remaining <br />waste glass/industrial debris and associated impacted soil to environmental screening <br />levels established for commercial/industrial uses to protect public health and safety, <br />eliminate the need for post-closure maintenance, and to prepare the area for post closure <br />land use. The scope of work is limited to the disposal area of WU1 on Parcel A only and <br />is not intended to address any wastes located in the southwest corner of Parcel A outside <br />of the WU1 area. Further, this plan does not address any other parcels or properties. <br /> <br />The purpose of this Plan is to fulfill the requirements of CCR Title 27 Sections 21810, <br />21090(f), and 21770(a), and the guidance outlined in the Local Enforcement Agency <br />(LEA) Advisory #16, published by Cal Recycle, to obtain a clean closure for a disposal <br />facility, and to establish and identify all regulatory requirements and appropriate <br />measures necessary to obtain a clean closure of WU1 at the subject property. <br />Additionally, the Regional Water Board has provided oversight to evaluate the potential <br />impacts to groundwater underlying the subject property that may pose a threat to human <br />health or the environment. An objective of this Plan is to fulfill the requirements pursuant <br />to the Clean Water Act and the State of California Porter-Cologne Water Quality Control <br />Act. The plan was prepared to obtain a clean closure for WU1 on Parcel 198-120-08 of <br />Disposal Site SWIS 39-CR-0022. <br /> <br /> <br />3.0. POST CLOSURE LAND USE <br /> <br />A stormwater detention basin was originally proposed to be constructed in the location of <br />WU1 on Parcel A. However, development plans have changed, and a storm drainpipe will <br />be installed instead. The surface area over the storm drainpipe may potentially be paved <br />in the future. All soil excavated for the installation of the storm drainpipe will be used to <br />backfill the storm drainpipe excavation (trench) on Parcel A. No soil will be removed from <br />Parcel A for offsite use. <br /> <br /> <br />4.0. CLEAN CLOSURE ACTIVITES <br /> <br />No investigations have been performed in WU1 on Parcel A. However, between <br />December 2014 and July 2018, numerous investigations and remedial activities were <br />performed to assess, characterize and remove identified wastes in WU1 directly southerly <br />of Parcel A.
